Motor 3C Certification refers to the process by which motor products comply with the china compulsory certification (CCC) requirements. These products undergo testing and auditing by relevant authorities and obtain the corresponding 3C certification certificates. This certification is an important measure implemented by the Chinese government to protect consumer rights and improve product quality.
On September 5, 2023, the State Administration for Market Regulation issued Announcement No. 36 of 2023 regarding the description and delimitation table of the Mandatory Product Certification Catalogue. The revised document, titled “Mandatory Product Certification Catalogue Description and Delimitation Table (2023 Revision)” (hereafter referred to as the Catalogue), classifies motors under category 4, "Small Power Motors," specifically subcategory 0401, which is "Small Power Motors."
This means motors fall within the scope of products requiring 3C certification and must obtain it. According to the Mandatory Certification Management Regulations, since May 1, 2003, products listed in the mandatory product certification catalogue cannot be manufactured, sold, imported, or used in other business activities without obtaining the compulsory certification certificate and affixing the China Compulsory Certification mark.

1. Application
The enterprise submits application materials to the certification body, including product technical documentation, production processes, and quality control systems. The certification body reviews the application and conducts a preliminary evaluation.
2. Testing
After passing the preliminary evaluation, the certification body conducts tests on the motor product. Testing includes safety performance, electrical performance, mechanical performance, etc., according to national standards and technical specifications.
3. Factory Audit
Upon passing testing and paying testing fees, an initial factory audit is conducted.
4. Certification Issuance
If the product meets all relevant standards and requirements after testing and audit, the certification body issues the 3C certificate. The enterprise can then label the product with the 3C mark, indicating compliance with mandatory certification.
The motor 3C certification applies to small power motors used for drives with rated voltages greater than 36V (excluding 36V), DC voltage up to 1500V, and AC voltage up to 1000V. Specifically, it includes:
1. AC asynchronous and synchronous motors with rated power not exceeding 1.1 kW
2. AC commutator motors and DC motors with rated power not exceeding 1.1 kW
1. Safety Performance
Testing insulation resistance, grounding resistance, leakage current, and other safety indicators to ensure the product does not harm users during normal operation.
2. Electrical Performance
Testing rated voltage, rated power, rated speed, and other electrical parameters to ensure normal functioning during use.
3. Mechanical Performance
Testing load capacity, speed stability, noise, and other mechanical parameters to meet practical user requirements.
4. Environmental Performance
Testing energy efficiency and other environmental indicators to ensure energy saving, emission reduction, and minimized environmental impact during use.
