As global trade barriers tighten and environmental regulations become increasingly stringent, product certification has become a critical compliance step for companies exporting electronic products. What certifications are required? Are they mandatory? How long are they valid? What’s the processing time?

To help businesses mitigate risks and clear customs efficiently, China’s JJR Laboratoryhas compiled a comprehensive overview of certifications required for exporting electronic products by destination region.

Certification Requirements by Market

European Union (EU)

1. CE certification

Mandatory certification for market access in the EU. It proves that the product meets EU safety, health, and environmental protection standards — the "passport" to enter the European market.

Mandatory: Yes

Validity: 5 years

2. ROHS certification

The Restriction of Hazardous Substances Directive limits the use of substances like lead, mercury, cadmium, hexavalent chromium, PBB, and PBDE in electronic products.

Mandatory: Yes

Validity: No fixed validity period

3. WEEE Directive Compliance

Waste Electrical and Electronic Equipment (2012/19/EU) directive requires products to carry the “wheelie bin” symbol, register in an EU recycling program, and pay recycling fees.

Mandatory: Yes

Validity: No fixed validity period

4. Battery Directive Certification

If products contain batteries, they must comply with Directive 2006/66/EC, limiting mercury and cadmium levels and requiring labeling for capacity and recycling.

Mandatory: Yes

Validity: No fixed validity period

5. GS Mark

A voluntary safety certification mark issued by German authorities (e.g., TUV, VDE). Recognized across most EU countries and helps improve product competitiveness.

Mandatory: Voluntary

Validity: 5 years

United States

1. FCC Certification

Required for products emitting radio frequencies (≥9kHz). Wireless products (phones, Bluetooth) need fcc id, while IT equipment (PCs, monitors) require a Declaration of Conformity.

Mandatory: Yes

Validity: No fixed validity period

2. UL certification

Covers a broad range of products from home appliances to industrial equipment. UL indicates compliance with US standards for fire, electrical, and chemical safety.

Mandatory: Voluntary

Validity: 1 year (requires annual audit)

3. Energy Star Certification

Applicable to appliances, lighting, computers, and office equipment. Indicates energy efficiency.

Mandatory: Voluntary

Validity: 1 year

China

1. CCC Certification

China Compulsory Certification for all electronic products sold in China. Products like wires, switches, monitors, and printers listed in the CCC catalog must be certified.

Mandatory: Yes

Validity: 5 years

2. srrc certification

Type approval for radio transmission equipment used in China, such as phones, routers, and Bluetooth devices. Ensures compliance with national radio frequency regulations.

Mandatory: Yes

Validity: 5 years

Middle East

1. GCC Certification

Covers seven Gulf countries: Saudi Arabia, Kuwait, UAE, Qatar, Oman, Bahrain, and Yemen.

Mandatory: Yes

Validity: 1 or 3 years

2. SASO Certification

Issued by the Saudi Standards, Metrology and Quality Organization (SASO) for pre-shipment inspection and conformity assessment of products imported to Saudi Arabia.

Mandatory: Yes

Validity: 1 year

3. ECAS Certification

UAE's product certification system for ensuring that imported goods comply with safety and regulatory requirements.

Mandatory: Yes

Validity: 1 year

Japan

1. pse certification

Japanese Electrical Appliance and Material Safety Law requires PSE marking to prove compliance with safety standards.

Mandatory: Yes

Validity:

Diamond PSE: 3, 5, or 7 years

Circular PSE: 1, 2, or 3 years

2. vcci certification

Managed by Japan's Voluntary Control Council for Interference, this emc certification applies to IT equipment with data transmission features.

Mandatory: No

Validity: No fixed validity period

3. METI Filing

Under Japan’s DENAN law, importers must register purchases with METI within one month and display the buyer’s name or ID on the product. Required for products with PSE certification.

Mandatory: Yes

Validity: 3 years

Southeast Asia

1. PSB Certification (Singapore)

Mandatory safety certification for regulated electrical products issued by the Singapore Product Standards Board.

2. S-Mark Certification (Argentina)

Applies to household appliances and lighting products, ensuring electrical safety.

Mandatory: No

Validity: 1 year

Conclusion

For international traders, export certifications are more than just border-crossing “permits”—they are core to market access and competitiveness. Failure to obtain or maintain certifications can lead to product recalls, fines, or even permanent bans from foreign markets.
