To strengthen the management of mandatory product certification for power banks, lithium-ion batteries, and battery packs, the Certification and AccREDitation Administration of China (CNCA) has formULated the "Implementation Rules for Mandatory Product Certification: Power Banks, Lithium-Ion Batteries, and Battery Packs (Trial)" (CNCA-C09-02:2025) (hereinafter referred to as the New Rules). The relevant requirements are announced as follows:
The New Rules will be implemented from August 15, 2025.
The "Implementation Rules for Mandatory Product Certification: Electronic Products and Safety Accessories" (CNCA-C09-01:2023) will no longer apply to power banks, lithium-ion batteries, and battery packs.
Previously issued valid mandatory product certification certificates can continue to be used.
Certificate conversion will follow a natural transition, such as renewal upon expiration, product changes, or standard updates.
3.1 Certification Reference Standards:
- Power Banks: GB 4943.1; GB 31241
- Lithium-Ion Batteries and Battery Packs: GB 31241
3.2 Certification Mode:
Type Testing + Initial Factory Inspection + Post-Certification Supervision
"Post-Certification Supervision" refers to a combination of follow-up inspections and on-site sampling of production samples after certification.
3.3 Type Test Sample Requirements:
Type test samples must be randomly selected by the certification body or laboratory from the finished goods warehouse or the end of the production line at the manufacturer’s site.
Manufacturers must ensure that more samples than required by the type test plan are available at the production site. Sampling must be conducted by personnel from the certification body or laboratory.
3.4 Maintaining the Certification:
The validity period of the certification covered by these rules is 5 years.
During the validity period, the certificate’s effectiveness depends on maintaining post-certification supervision by the certification body.
If the certificate expires and continuation is needed, the certificate holder must submit a certification application at least 90 days before the expiration date.
If the last post-certification supervision during the certificate validity period is passed, the certification body should directly issue a new certificate upon receiving the application.
3.5 Certification Mark:
The certificate holder shall affix the standard specification certification mark or print/mold their own certification mark in an appropriate location on the product or nameplate.
The use and management of the certification mark must comply with the "Regulations on Mandatory Product Certification Management" and relevant CNCA documents.
Note: For lithium-ion batteries limited by size or manufacturing process, it is permitted to print, mold, or code a modified certification mark, i.e., the English abbreviation "CCC" for "china compulsory certification," with font size adapted to the battery dimensions.
