Saudi Saber Certification Registration Requirements

What are the requirements for applying for Saudi Saber certification registration? Saudi Arabia has officially implemented technical regulations for standby and off-power consumption of electrical and electronic equipment. The Saudi Arabian Standards Organization (SASO) has previously published energy consumption technical regulations for such electronic display products in the official bulletin.

 

Product Scope

- Applicable Products: Electronic display products (including televisions and monitors).

- Exempt Products: Display products with a visible area smaller than 100 cm², projectors, conference display systems/screens, medical displays, VR products, and control displays.

 

Regulatory Requirements

The energy efficiency of electronic and electrical products in Saudi Arabia references the EU Lot 6 + Lot 26 standby directive and the (EU) 2019/2021 directive for electronic display products. For electronic display products, the technical content can be divided into: general requirements (Lot 6 + Lot 26) + specific requirements for this product category (EU) 2019/2021. In case of contradictions, the specific requirements take precedence.

 

Export Certification Requirements for Saudi Arabia

Certain goods exported to Saudi Arabia require Saber certification. Saber certification is a new online application system launched by SASO. Saber is essentially an online tool used for product registration, issuance, and obtaining compliance certificates of Conformity (CoC). Saber is an online system tool provided by the Saudi Standards Bureau, designed for product registration, issuance, and obtaining a compliance customs clearance Shipment Certificate (SC) in a paperless office environment. The SABER complianCE certification program integrates regulatory setting, technical requirements, and control measures into a comprehensive system aimed at ensuring the safety of both domestic and imported products.

 

Saudi Saber certification regulations are roughly divided into five categories based on risk levels:  

- Category 1: Supplier Conformity Declaration (non-regulated, supplier conformity declaration)  

- Category 2: CoC Certificate OR QM Certificate (ordinary regulation, CoC certificate or QM certificate)  

- Category 3: iecee certificate (products regulated by IECEE standards, requiring IECEE application)  

- Category 4: GCTS Certificate (products regulated by GCC regulations, requiring gcc certification)  

- Category 5: QM Certificate (products regulated by GCC regulations, requiring QM application)  

 

The products and categories that require Saudi Saber certification registration mainly include:  

1. Toys and Sports Health Equipment: Stuffed toys, remote-controlled cars, rainbow hoops, building blocks, modeling clay, treadmills, badminton rackets, barbells, etc.  

2. Electrical and Electronic Products and Lighting: Adapters, headphones, data cables, soybean milk machines, kettles, fans, vacuum cleaners, street lamps, ceiling lights, solar lights, energy-saving lamps, etc.  

3. Automobiles and Their Accessories: Automotive safety glass, wipers, tires, trucks, rearview mirrors, etc.  

4. Chemicals and Health Products: Laundry detergent, hand soap, sanitary napkins, carpets, etc.  

5. Construction Materials and Tools: Window glass, cement, paint, wire, steel pipes, screwdrivers, hardware tools, etc.  

6. Tiles and Bathroom Equipment: Tiles, faucets, ceramic basins, hoses, toilets, showers, etc.
