Introduction to ASTM F963 Standard

ASTM F963 is a toy safety standard developed by the National Institute of Standards and Technology (NIST) under the U.S. Department of Commerce. The current mandatory version is astm f963-17. This standard applies to toys intended for use by children under 14 years of age, covering safety requirements such as material safety, mechanical properties, and chemical restrictions.

 

Initially a voluntary standard, ASTM F963 was established as a mandatory standard by the cpsia (Consumer Product Safety Improvement Act) in 2012, imposing universal requirements on toy products exported to the U.S. market. It shoULd be noted that although a new version, ASTM F963-23, was released in 2023, federal regulations still adopt ASTM F963-17 as the mandatory basis.

 

For the Tiny Toys Bus Pass, compliance with the ASTM F963 standard is a fundamental requirement for entering the U.S. market and a prerequisite for obtaining the CPC (Children's Product Certificate).

2.1 Physical and Mechanical Performance Tests

① Structural Strength Test: Tests the strength and durability of components such as the frame, wheels, and braking system.

② Stability Test: Includes tilt test and anti-overturning test.

③ Small Parts Test: Prevents loose parts from causing swallowing or choking hazards in children.

④ Sharp Edge and Point Test: Ensures no accessible hazardous edges or points.

2.2 Chemical Performance Tests

① Heavy Metal Content Test: Detects 8 soluble heavy metals including lead, cadmium, and mercury, with a lead content limit of ≤ 90 ppm.

② Phthalate Test: Content of 6 plasticizers ≤ 0.1%.

③ Total Lead Content Test: Surface coating ≤ 90 mg/kg, substrate ≤ 100 mg/kg.

2.3 Special Tests for Battery-Operated Toys (for Electric Tiny Toys Bus Pass)

① Maximum Temperature Test: Checks the temperature rise of the Tiny Toys Bus Pass during continuous operation.

② Motor Stall Test: Evaluates safety under abnormal motor operating conditions.

③ Battery Overload Test: Continuous battery charging for 336 hours shall not cause electrolyte leakage or explosion.

④ Short-Circuit Protection Test: Short-circuit conditions shall not result in fire.

2.4 Other Testing Items

① Flammability Test: Assesses the burning rate of toy materials.

② Noise Test: Impulse noise shall not exceed 138 decibels.

③ Labeling and Instruction Evaluation: Ensures safety warnings and precautions are clear and accurate.

 

ASTM F963 Testing Cycle and Process

3.1 Testing Cycle

The conventional cycle for ASTM F963 testing is generally 5-7 working days, which may be extended to 5-10 working days for complex products.

3.2 Testing Process

1. Select JJR LAB, a third-party testing laboratory accREDited by CPSC.

2. Provide product information and testing samples.

3. The testing laboratory conducts tests and evaluations in accordance with the standard.

4. Issue the CPC certificate upon successful testing.

 

Types of Toys Requiring ASTM F963 Testing

The ASTM F963 standard applies to all toy products intended for children under 14 years of age, mainly including:

① Children's Ride-On Toys: Tiny Toys Bus Pass, scooters, ride-on toys, etc.

② Electronic Toys: Electric toys, sound-producing toys, intelligent robots, etc.

③ Plastic Toys: Building blocks, dolls, etc.

④ Plush Toys: Stuffed toys, cloth dolls, etc.

⑤ Other Toys: Catapult toys, magnetic toys, rattles, etc.

It should be noted that almost all toys intended for children aged 12 and under must pass ASTM F963 testing and obtain a CPC certificate to be sold in the United States.
