What is the CE-LVD Directive in CE Certification?

For manufacturers and cross-border sellers exporting home appliances, wireless devices and other products to the European Union, CE certification serves as the "passport" for products to enter the EU market. Among the multiple directives under CE certification, the LVD low voltage directive is one of the most fundamental and critical mandatory safety requirements. Today, we will take an in-depth look at the CE-lvd directive.


What is the ce-lvd Directive?

The full name of the CE-LVD Directive is the Low Voltage Directive, a core regulation formulated by the European Union for the safety of electrical equipment. Its official reference number is 2014/35/EU. Published on March 29, 2014, it was officially implemented on April 20, 2016, replacing the previous Low Voltage Directive 2006/95/EC. This directive aims to ensure that low-voltage electrical equipment sold in the EU market complies with specific safety standards, thereby protecting consumers and the environment from potential hazards.

 

What exactly is the voltage range of "low voltage"?

The definition of "low voltage" in the LVD Directive differs from the common understanding in daily life, with strict numerical specifications:

 Alternating Current (AC): Rated voltage between 50V and 1000V

 Direct Current (DC): Rated voltage between 75V and 1500V

It is particularly important to note that even if the operating voltage of a product’s internal circuits is below this range (for example, a 230V AC-powered computer equipped with a 12V DC internal circuit), the entire product (including internal low-voltage circuits) is regulated by the LVD Directive as long as the equipment’s input voltage falls within the specified range. In addition, for 5V USB devices powered by external power adapters, the adapter components must also comply with LVD requirements.

 

What are the core safety objectives of the LVD Directive?

The LVD Directive does not specify detailed technical parameters but sets 10 safety objectives covering three scenarios, mainly including:

 Electric Shock Protection: Ensure sufficient insulation to prevent direct or indirect contact with live parts.

 Thermal Hazard Protection: Avoid the generation of dangerous temperatures, electric arcs or radiation.

 Fire Protection: Prevent non-electrical hazards caused by electrical factors (such as overheating and fire), and set requirements for material flame retardancy.

 Mechanical Hazard Protection: Ensure adequate mechanical strength to prevent injuries from sharp edges, instability and other risks.

 External Influence Protection: Maintain safety under expected environmental conditions and overload situations.

 Household Appliances: Refrigerators, washing machines, coffee machines, hair dryers, etc. (EN 60335 series standards)

 Lighting Equipment: LED lights, lamps, ballasts, etc. (EN 60598 series standards)

 IT/AV Equipment: Computers, chargers, power adapters, routers (EN 62368 series standards)

 Power Tools: Electric drills, cutting machines, etc. (EN 62841 series standards)

 Transformers & Power Supplies: EN 61558 series standards

 

Exempted Products (Covered by Other Directives)

 Electrical equipment for explosive environments

 Radiological and medical equipment

 Goods and passenger lifts

 Electricity meters

 Domestic plugs and sockets

 Special equipment for ships, aircraft and railways

 

CE-LVD Directive Certification Process

1. Confirm Applicable Scope: Verify that the product voltage is within the LVD coverage and does not belong to exempt categories.

2. Select Harmonized Standards: Determine applicable EU harmonized standards based on product types (e.g., EN 62368-1).

3. Sample Testing: Submit product samples to qualified laboratories such as JJR LAB for safety tests in accordance with harmonized standards, including voltage withstand, temperature rise, earthing resistance and other items.

4. Compile Technical Documentation: Prepare circuit diagrams, PCB drawings, component lists, risk assessment reports, test reports, user manuals and other documents, which shall be retained for at least 10 years.

5. Sign DoC and Affix ce mark: Issue the EU Declaration of Conformity, and affix the CE mark clearly and permanently on the product.
