What is US FDA Certification for Silicone Products?

"FDA certification" is a customary collective term in China for products that meet the requirements of the U.S. Food and Drug Administration, but strictly speaking, the FDA does not issue "certification certificates." For food contact materials like silicone, compliance paths are mainly divided into two types: FDA food contact substance testing (testing based on regulations) and enterprise registration and product listing (for specific categories, such as medical devices). Understanding this difference is the first step to avoiding compliance pitfalls.


What is FDA Food-Grade Silicone?

The so-called "FDA-grade silicone" refers to silicone whose formulation and finished product comply with the relevant provisions on "food contact substances" in Title 21 of the Code of Federal Regulations (CFR). The FDA manages such materials as "indirect food additives." Only silicone that complies with these regulations is permitted to be used in the manufacture of products such as baby pacifiers, baking molds, and kitchenware.


FDA Regulatory Framework (21 CFR)

The most relevant sections for food contact silicone products are the following:

  • 21 CFR Part 174: General provisions for indirect food additives.

  • 21 CFR Part 177: Indirect food additives: Polymers (i.e., plastics; silicone is specifically regulated within this category, such as §177.2600 for rubber articles intended for repeated use).

  • Other possible sections: Part 175 (Adhesives and components of coatings), Part 178 (Adjuvants, production aids, and sanitizers), etc., depending on the specific manufacturing process of the product.

Enterprises must ensure that all substances used in silicone raw materials and formulations, such as pigments and catalysts, are on the FDA's corresponding positive lists (e.g., Threshold of Regulation, Food Contact Notifications), or that their migration levels are within safe limits.


FDA Testing Items for Food-Grade Silicone

Compliant food-grade silicone typically possesses the following characteristics:

  • Excellent high and low-temperature resistance (-65°C to over 200°C).

  • Non-toxic and odorless, meeting food safety standards.

  • Low volatility and low migration, with stable chemical properties.

Common testing items aim to verify these properties, including:

  • Overall Migration Test: Simulates the total amount of substances migrating from the silicone into food under different food type conditions (aqueous, acidic, alcoholic, fatty).

  • Specific Migration/Content Testing: Such as peroxide residues, volatile organic matters (VOM), and heavy metals (lead, cadmium, etc.).

  • Sensory Testing: Evaluates whether the material will impart an abnormal odor or taste to the food.


The Medical Industry and FDA Standards

For medical silicone (such as catheters and implants), regulation is much stricter. They usually require Premarket Notification (510(k)) or Premarket Approval (PMA) as medical devices and must comply with GMP (Good Manufacturing Practice) system requirements. Meanwhile, standard testing reports for food contact silicone serve as a foundational prerequisite for these high-risk applications.
