Applicable to large-area carpets with a one-way dimension > 1.83 meters and a surface area > 2.23 square meters (24 sq. ft.). This is commonly seen in wall-to-wall installations, living rooms, conference rooms, and commercial large-area paving scenarios. It serves as the compliance basis for wall-to-wall carpets and large engineering carpets.
Applicable to small carpets and rugs with a one-way dimension ≤ 1.83 meters and a surface area ≤ 2.23 square meters. This covers conventional small carpet products such as entryway mats, bedside mats, bath mats, small door rugs, and small decorative rugs. It is the primary applicable standard for small and medium-sized carpets on Amazon.
The standard mandates a dedicated enclosed, draft-free test chamber (internal dimensions 30.48 × 30.48 × 30.48 cm), a specialized sample flattening frame, and standard ignition pills.
The ignition pill is the core consumable with fixed parameters: a methenamine (hexamethylenetetramine) pill weighing 150mg ± 5mg, with a diameter of 6mm, and a heat of combustion of 7180 calories/gram. This ensures uniform ignition source intensity for every test.
Sample Size: Uniformly cut into 9-inch × 9-inch (22.86 × 22.86 cm) square specimens. The original thickness of the product is retained without any trimming or sanding.
Sample Quantity: 8 parallel specimens must be prepared for each test group to ensure the accuracy of the test data.
Environmental Conditioning: Before testing, the samples must be placed in a constant temperature and humidity environment (temperature 21°C ± 2°C, humidity 50% ± 5%) for at least 24 hours to eliminate the interference of temperature and humidity on flammability performance.
The testing procedures for 16 CFR 1630 and 1631 are completely identical; only the final pass/fail criteria differ slightly. The specific steps are as follows:
Place the conditioned specimen face up and flat in the center of the draft-free test chamber. Secure it with the dedicated flattening frame to ensure the sample is spread out evenly without wrinkles or curling.
Place a standard methenamine ignition pill in the center of the hole of the sample frame, ensuring the pill is perfectly centered with no deviation.
Ignite the pill and keep the test chamber closed throughout the process. Wait for the pill to burn completely without any external draft or human intervention.
After combustion is complete, allow the sample to cool. Measure the maximum extension distance of the charred area on the sample, and record any flaming, smoldering, or dripping.
Complete the parallel testing of all 8 specimens sequentially, and aggregate the test data from all samples to determine compliance.
Among the 8 tested specimens, the charred area must not extend to within 2.54 cm (1.0 inch) of the edge of the frame hole. All specimens must meet this requirement. The overall test is considered passed only if there are zero failed samples. Additionally, the samples must not exhibit sustained smoldering, flaming drips that ignite, or widespread flame propagation.
The tolerance is slightly more lenient. The test is considered a pass if at least 7 out of the 8 specimens meet the requirement where the charred area is ≥ 2.54 cm from the edge of the hole. Only 1 specimen is allowed to slightly exceed the limit. The other fundamental requirements for flame retardancy, self-extinguishing, and no secondary combustion remain identical to the 1630 standard.
Regardless of carpet size, a test is directly deemed a failure if the following occur: the specimen burns continuously and does not self-extinguish, the embers smolder for an extended period, burning drips cause secondary combustion, charring severely exceeds the limit, or the fabric melts and burns over a large area.
All carpet products that pass the flammability test must be compliantly labeled, and the label information must be permanently clear and not easily detached:
Standard Compliance label: Must indicate the corresponding execution standard (16 CFR 1630 or 1631), product dimensions, materials, and production information.
Exclusive Label for Flame-Retardant Treated Products: For carpets that have undergone flame-retardant chemical treatment, the letter "T" must be clearly marked on the label and in the invoice details. This explicitly informs consumers that the product has been modified with flame retardants, fulfilling the requirements of the U.S. Textile Fiber Products Identification Act.
Amazon enforces mandatory compliance reviews for carpet products. Listings without complete documentation will be directly prohibited from sale, have their links removed, or have inventory frozen. The mandatory documents are as follows:
Third-Party Test Report: A complete 16 CFR 1630/1631 test report issued by a CPSC-accredited laboratory. The report must include sample information, test parameters, actual measured data, a pass conclusion, and the laboratory's accreditation number.
