Overview of the Children's Product Certificate (CPC)

The Children’s Product Certificate, abbreviated as CPC, is a children's product safety certificate applicable to all products primarily intended for use by children aged 12 and under, such as toys, cradles, and children's clothing.

If the product is manufactured domestically in the United States, the manufacturer is responsible for providing it; if manufactured in other countries, the importer is responsible for providing it. In this certificate, the manufacturer or importer certifies that their children's product complies with all applicable children's product safety rules. The certification of children's products must be based on passing test results from a third party. Third-party testing laboratories provide testing services and results, and can assist in issuing the children's product certificate.

Currently, when listing children-related product categories on the Amazon US marketplace (including toys, baby products, etc.), sellers are required to provide a cpc certificate; otherwise, the products will not be permitted for sale.


Information Required in a CPC Certificate

  1. Product Information: Name and description.

  2. Applicable Regulations and Rules: All safety regulations and rules applicable to the product.

  3. Manufacturer Information: Including name, address, and phone number.

  4. Manufacturing Date and Address: The production date must specify the year and month; the address must specify the city.

  5. Testing Date and Address: When and where the product was tested.

  6. Third-Party Testing Laboratory Information: The name, address, and contact phone number of the CPSC-accepted laboratory.


Important Notes for CPC Certificates

  1. The CPC certificate must be based on the test results from a CPSC-accepted third-party testing laboratory.

  2. Children's products must comply with relevant rules and safety regulations and undergo mandatory third-party testing.

  3. The certificate is issued with the assistance of a third-party laboratory based on test results. The test report must be in English.

  4. Children's products must strictly comply with all applicable rules or regulations.


Types of CPC Certification Testing

  1. Initial Testing: The first-time testing of the product.

  2. Material Change Testing: Testing conducted if there are any changes to the product's materials.

  3. Periodic Testing: Serves as a supplement to material change testing. If there is continuous production without material changes, periodic testing must be conducted at least once a year.

  4. Component Testing: Generally, finished products are tested. In certain specific cases, components can be tested individually to prove the compliance of the final product.

  5. The Children's Product Certificate (CPC) can only be issued based on test reports provided by an accredited third-party testing laboratory.


Common cpc testing Items

For Toys:

  1. 16 CFR Part 1501 Small Parts: (For general toys, this is already covered by the ASTM F963 standard).

  2. 16 CFR Part 1510 Requirements for Rattles: (Only required for rattles, already covered by the astm f963 standard).

  3. 16 CFR Part 1505 Safety Standard for Electrically Operated Toys: (Only required for electric toys).

For Children's Clothing:

  • a. cpsia Total Lead + Phthalates.
