Introduction to US CPC Certification

The CPC certification is the English abbreviation for the Children's Product Certificate. A cpc certificate is similar to a domestic quality inspection report; it is a document issued after a product passes relevant testing and a corresponding test report is generated. The certificate lists the importer/exporter information, product information, the relevant testing items performed, and the regulatory standards they are based on.


When launching certain categories of products (such as children's toys, baby products, etc.), platforms like Amazon require merchants to upload a CPC certificate simultaneously. Relevant children's products without a CPC certificate are not allowed to be sold online.


Currently, children's toy products and maternal/baby products exported to the United States require a CPC certificate and a cpsia report for customs clearance. Foreign e-commerce platforms such as Amazon, eBay, and AliExpress have also successively required Chinese-manufactured children's toys and maternal/baby products to obtain the CPC (Children's Product Safety Certificate).


Scope of Products Regulated by CPC Certification

Children's Products: Consumer products designed or intended primarily for children 12 years of age or younger.

Examples: Children's toys, children's clothing, children's school supplies, etc.


Testing Standard Requirements for CPC Certification

The CPSC has published a total of 38 standards. The primary testing requirements include:

  1. CPSIA: Total Lead and Phthalates;

  2. ASTM F963: US Toy Safety Standard;

  3. 16 CFR Part 1505: Safety Standard for Electrically Operated Toys;

  4. 16 CFR Part 1510: Requirements for Rattles;

  5. 16 CFR Part 1511: Safety Standard for Pacifiers;

  6. 16 CFR Part 1610: Flammability of Children's Clothing and Carpets;

  7. Infant/Toddler Products: Product standards for strollers, cribs, playards, baby carriers, safety seats, bicycle helmets, etc.


CPC Certification Testing Process and Turnaround Time

  1. Sign the contract

  2. Express mail the samples

  3. Laboratory sample testing

  4. Draft the report (confirm report information)

  5. Issue the certificate and report

Turnaround Time: 5-7 working days (expedited service is available).


CPC Requirements for Products

  1. Children's products must comply with relevant safety rules and regulations and undergo mandatory third-party testing.

  2. Testing must be conducted in a CPSC-accepted laboratory.

  3. Based on the third-party testing results, the third-party laboratory will assist in issuing the certificate.

  4. Children's products must comply with all applicable rules or regulations.


CPC Certification Testing Types

  1. Initial Testing: The first-time testing of a product.

  2. Material Change Testing: Testing required if there is any change in the materials used.

  3. Periodic Testing: As a supplement to material change testing, if production is continuous and there are no material changes, periodic testing must be conducted at least once a year.

  4. Component Testing: Generally, the finished product is tested. Under certain specific circumstances, individual components can also be tested to demonstrate the compliance of the final product.

  5. The Children's Product Certificate (CPC) can only be issued based on test reports provided by recognized third-party testing laboratories.


Recommended Testing Items for Common Products

Toys:

  • CPSIA: Total Lead + Phthalates

  • ASTM F963: Toy Standard

  • 16 CFR Part 1501: Small Parts (For toys, this is generally covered by ASTM F963)

  • 16 CFR Part 1510: Requirements for Rattles (Only required for rattles, generally covered by ASTM F963)

  • 16 CFR Part 1505: Safety Standard for Electrically Operated Toys (Only required for electric toys)

Children's Clothing:

  • a. CPSIA: Total Lead + Phthalates

  • b. 16 CFR Part 1501: Small Parts

  • c. 16 CFR Part 1610: Standard for the Flammability of Clothing Textiles

  • d. 16 CFR Part 1615: Standard for the Flammability of Children's Sleepwear, Sizes 0-6X (Only for children's sleepwear)

  • e. 16 CFR Part 1616: Standard for the Flammability of Children's Sleepwear, Sizes 7-14X (Only for children's sleepwear)

Pacifiers:

  • 1. CPSIA: Total Lead + Phthalates

  • 2. 16 CFR Part 1501: Small Parts

  • 3. 16 CFR Part 1511: Pacifiers

Other Children's Products:

  • It is recommended to test for CPSIA Total Lead + Phthalates.

Infant and Toddler Products:

  • Compliance with specific product standards for items such as strollers, cribs, playards, baby carriers, safety seats, bicycle helmets, etc.
