Amazon has introduced a new “Direct Verification”policy for children’s toy products.
This requires sellers to complete annual compliance verificationthrough an Amazon-approved third-party Testing, Inspection, and Certification (TIC)service provider.
Beginning in September, Amazon has started notifying affected sellers.
Failure to complete verification on time may resULt in product removaland interruption of sales.
Each year, sellers must work with a third-party Testing, Inspection, and Certification (TIC)provider.
You can either:
1. Test your productsthrough the TIC provider, or
2. Verify your existing test reportsto demonstrate compliance with all applicable laws, regulations, standards, and Amazon policies.
A children’s toyis defined as any product intended for use by children under 14 years of age (168 months)during learning or play.
A product may be consideRED a children’s toy if anyof the following apply:
- The packagingspecifies an age grade indicating that the toy is designed for children under 14.
- The packaging, display, promotion, or advertisementsuggests that the product is suitable for children under 14.
- Consumers generally recognizethe product as intended for children under 14 years old.
All children’s toys sold on Amazon Canada must be tested and comply with sor/2011-17 (Toy Regulations).
To meet Amazon’s compliance policy for children’s toys, you must ensure that:
1. Product information attributesare complete and accurate.
2. Product imagesmeet Amazon’s compliance display rules.
3. Compliance documentsare valid and approved by an ISO 17025-accredited laboratory or verified by a TIC provider.
Your product detail pagemust include the following:
- Model number, part number, or product number
- Manufacturer or brand name
- Manufacturer’s recommended minimum age (in months) or manufacturer-specified minimum age (in months)
> Important:
> The minimum age shown on your product detail page must be equal to or greater thanthe age specified in your testing report.
> For example, if your product passed testing for children aged 36 months and older, your detail page must list “36 months and up.”
Your images must display:
- Model number, part number, or product number
- Appropriate compliance markings
- Safety or hazard warningsin both English and French
To remain compliant, you must request that a third-party TIC providereither:
1. Conduct new testingon your product, or
2. Verify your existing test documentation.
If you choose document verification, your existing test reports must satisfy the following:
- The report must be issued within the last 12 months.
- The report must come from a laboratory accredited under ISO/IEC 17025.
- The report must confirm that your product complies with one or more of the following regulations:
- SOR/2011-17– Toy Regulations
- SOR/2016-188– Phthalates Regulations
- SOR/2016-193– Surface Coating Materials Regulations
- SOR/2018-83– Consumer Products Containing Lead Regulations
- SOR/2011-17, Section 3– Official Languages (English and French language requirements)
