Amazon has introduced a new “Direct Verification” requirement for children’s toy products. This means that sellers must complete annual compliance verification through an Amazon-approved third-party Testing, Inspection, and Certification (TIC) organization.
Starting in September, Amazon has begun notifying affected sellers. Failure to complete verification on time may resULt in product removal and interruption of normal sales.
Amazon requires you to work annually with a third-party Testing, Inspection, and Certification (TIC) service provider. You can either have your products tested or have your existing test reports verified to confirm compliance with applicable laws, regulations, standards, and Amazon policies.

Children’s toys are products designed or intended for use by children aged 12 years (144 months) or younger for learning or play.
A product is consideRED a “children’s toy” if any of the following apply:
1. The age grading indicated on the product packaging specifies that it is intended for children aged 12 years or younger.
2. The product packaging, display, promotion, or advertising shows it is suitable for children aged 12 years or younger.
3. The general public perceives the product as being designed for children aged 12 years or younger.
All children’s toys sold on Amazon must be tested and comply with the following regulation or standard:
- ASTM F963-23– Standard Consumer Safety Specification for Toy Safety
You must meet the following requirements:
Product Detail Page Requirements
1. Product Information Attributes
- Model, part number, or item number
- Manufacturer or brand name
- Mandatory warning statements
- Manufacturer’s recommended minimum age (in months) or the minimum age stated by the manufacturer
Note:
The minimum age displayed on your product detail page must be equal to or greater than the age grading indicated in your test report.
(For example, if your product is tested for children aged 36 months and older, your detail page must list an age of 36 months or older.)
2. Product Images
- Model, part number, or item number
- Name and address of the manufacturer, importer, private labeler, distributor, or authorized representative
- Product label
- Compliance marks (if applicable)
- Hazard warnings
- Instruction manual or user guide (if applicable)
- Tracking label under the Consumer Product Safety Act (must be permanently affixed to both the product and its packaging)
You must submit your product for testing or verification through a third-party Testing, Inspection, and Certification (TIC) service provider.
If you choose to verify your existing documentation instead of new testing, your documents must meet all of the following requirements:
1. Children’s Product Certificate (CPC)
2. A test report issued within the past 12 months by a CPSC-recognized laboratory, showing compliance with one or more of the following:
- ASTM F963-23 (Toy Safety Standard)
- cpsia Section 108 (Phthalates)
- Tracking label requirements under CPSA Section 14(a)(5) or CPSIA Section 103
- For toys intended for children under 3 years (36 months): 16 CFR 1501 (Small Parts Regulation)
