Brazil ANATEL Certification Process

The Brazil anatel certification is a mandatory process conducted by ANATEL (Agência Nacional de Telecomunicações), the national telecommunications regULatory agency of Brazil. This certification ensures the compliance and safety of wireless communication devices sold and used within Brazil.

 

ANATEL Certification Products

ANATEL certification applies to wireless communication devices intended for sale and use in the Brazilian market. The products are categorized into three types:

 

1. Type I:

Covers terminal equipment for public use to achieve the public interest in telecommunications services.

Common products include devices involving 2G/3G technologies such as mobile phones, satellite phones, VOIP phones, mobile phone batteries, mobile phone adapters, mobile power banks, telephone signal cables, modems, etc.

 

2. Type II:

Covers any equipment using radio that is not included in Type I.

Common products include WIFI, BT, NFC, LoRa devices, such as TV and radio antennas, receivers, transmitters, wireless network equipment, RF automation devices, etc.

 

3. Type III:

Covers any equipment regulated by ANATEL's rules and regulations that are not included in Type I or II.

Common products include optical fiber cables, cable connectors, mobile network signal transmitters, etc.

 

RequiRED Documentation for ANATEL Certification

1. Applicant Information:

Detailed information about the manufacturer, including company name, address, contact details, etc.

 

2. Manufacturing Plant Information:

Address of the manufacturing plant, production capacity, equipment list, etc.

 

3. Product-Related Documents:

User manual (in Portuguese)

Product manual

Technical specifications

Internal and external photos of the product (six external views and internal views)

Test reports, including emc tests, radio frequency spectrum tests, electrical safety tests, etc.

 

4. Electrical Scheme:

Electrical design and circuit diagrams of the product.

 

5. ISO 9001 Certification:

Certification of the manufacturing plant (if applicable).

 

6. Additional Documents:

For importers, authorization letters, Social Contract, CNPJ (Brazilian company tax number), and other documents may be required.

 

ANATEL Certification Process

1. Select a Certification Body:

Choose a qualified testing laboratory and submit the application form.

 

2. Submit Documentation and Samples:

Provide the required documentation and product samples to the laboratory.

 

3. Testing and Evaluation:

Samples are tested and evaluated in an ANATEL-recognized laboratory to ensure compliance with Brazilian telecommunications and radio standards.

 

4. Review and Certification:

If the product passes the tests and meets ANATEL's requirements, the Brazilian OCD (Designated Certification Body) will review and issue the ANATEL certificate.

 

5. Registration:

Register on the ANATEL online portal to validate the certificate's effectiveness.

 

6. Product Marking:

Mark the product with the ANATEL certification label and proceed with market sales.

 

Important Notes

1. Document Preparation:

All documents must be in Portuguese and comply with ANATEL's requirements.

 

2. Testing Requirements:

Ensure the product meets Brazilian telecommunications and radio standards and prepare all necessary test reports.

 

3. Local Agent:

Foreign manufacturers need to appoint a local authorized agent in Brazil to coordinate and represent the applicant in communications with ANATEL.

 

4. Fees:

Certification fees depend on the model and quantity of the product and are generally high.

 

ANATEL Certificate Validity

- The validity period for Type I and Type II certificates is two years.

- The validity period for Type III certificates is three years.

- Certificates must be renewed annually.
