On April 17th, ANATEL issued the new Act 5155, which outlines testing requirements for mobile phone chargers. This new act will come into effect on October 14, 2024, replacing Act 5159.

Here are the key changes in Act 5155:

1. ESD Levels for Car Chargers  

The new act improves the ESD (electrostatic discharge) requirements for car chargers. Specifically, ESD must now comply with ISO 10605/2008, section 8.3, with contact discharge set at 6kV (removing 2/4kV), and air discharge set at 8kV (removing 4/6kV).

 

2. Streamlined Surge and Transient Immunity Testing  

For car chargers, surge and transient immunity tests must now only be applied to pulses 2a, 3a, and 3b according to ISO 7637-2/2004, with the requirement for pulse 2b removed.

 

3. Safety Testing for Wall Adapters  

The new regulations mandate that safety testing be conducted on 22 adapter samples to ensure a stable evaluation process.

 

4. Size Testing for Wall Adapter Plugs  

Effective from January 1, 2025, adapters must demonstrate compliance with the size specifications in ABNT NBR NM 60884-1/2010, section 9.1 (Plugs and sockets for household and similar purposes) and Annex A of ABNT NBR 14136/2012 (Plugs and sockets for household and similar use in AC currents of 20A/250V). If manufacturers opt for testing under Act 5155, the size requirement will apply to chargers approved before January 1, 2025.

 

5. New Mechanical, Electrical, and Thermal Stress Testing for Wall Adapters  

Adapters must undergo 1,000 connection and disconnection cycles to check for any safety or functional degradation. After the cycles, they must withstand voltage (2000V) to test for leakage current. Chargers must endure mechanical tests, including free-fall, impact, compression, pulling, and wear tests, without safety-degrading damage.

 

6. Updates for Wall Adapters Used with Mobile Phones by October 14th  

All wall adapters for mobile phones must have their CoC updated to comply with the new Act 5155, undergoing new safety tests. Vehicle chargers tested under Act 5159 do not need to be retested during updates.
