Update time : 2026-07-25

A comprehensive guide to the purposes, required documents, application processes, costs, timelines, and common pitfalls of two essential reports: the msds (SDS) and the Cargo Transport Condition Identification Report. (Highly suitable for the export of plush toys, chemicals, battery-operated products, etc.)

What Are These Two Reports and What Are They Used For?

1.1 MSDS / SDS (Material Safety Data Sheet / Safety Data Sheet)

  • Full Name: Material Safety Data Sheet / Safety Data Sheet

  • Purpose: To inform transport, warehousing, and end-users about product hazards, preventive measures, and emergency rescue procedures in the event of an accident.

  • Export Necessity: Mandatory for space booking, customs clearance, and review by shipping companies or airlines. This is especially crucial for chemicals, products with coatings, battery-operated items, liquids, and powders.

1.2 Cargo Transport Condition Identification Report

  • Common Names: Transport Identification, Non-Dangerous Goods Identification, General Cargo Identification.

  • Purpose: Issued by a qualified third party to determine whether your goods are classified as dangerous goods for sea, air, or land transport, to specify their hazard class, and to confirm if they can be shipped as general cargo.

  • Applications:

  • Mandatory for freight forwarder booking (especially for chemicals, powders, liquids, batteries, magnetic items, and products containing oil or glue).

  • Required for spot checks by customs, airports, and ports.

  • Avoids goods being mistakenly classified as dangerous goods (DG), preventing exorbitant DG freight costs, cargo detention, and returns.

Summary:

  • MSDS = Safety instruction manual (Details the contents and hazards).

  • Transport Identification Report = Official judgment (Determines if it can be shipped as general cargo).

  • For exporting chemicals or suspected dangerous goods: Both are usually required.

Confirm Before Application: Does Your Product Need These?

Common Scenarios for Plush Toys & Children's Products:

You will need these reports if your product has:

  • Batteries or electronic components.

  • Coatings, printing inks, glues, fragrances, or cleaning agents.

  • Flame-retardant fillings or chemical fibers.

  • Specific requests from air/sea freight forwarders requiring the MSDS + Transport Identification.

For Pure Plush Toys (No chemicals / No batteries):

  • In most cases, a simple MSDS is sufficient. The Transport Identification Report can sometimes be waived (subject to the specific requirements of your freight forwarder or shipping company).

MSDS (SDS) Application: Documents, Process, Timeline, and Costs

3.1 Required Documents

  • Product name, model, appearance, and intended use.

  • Ingredient List (Critical): Ingredient name + CAS number + Percentage.

  • For Plush Toys: Fabric, filling, dyes, glue, battery model, etc.

  • Physical and chemical data (provide if available; otherwise, the testing agency can check or conduct supplementary tests).

  • Flash point, boiling point, density, pH value, flammability, etc.

  • Manufacturer information and emergency contact numbers.

  • Packaging details (material and specifications).

3.2 Application Methods

Entrusting a Third Party (Recommended for secure export)

  • Agency: Testing and compliance companies with GHS/ISO qualifications.

  • Language: Bilingual in Chinese and English (mandatory for export).

  • Timeline: 2–5 working days (1–2 days for expedited service).

  • Cost: Starting from $498 USD per report (varies based on complexity).

3.3 The 16 Sections of an MSDS (All sections are mandatory)

  1. Chemical Product and Company Identification

  2. Hazards Identification

  3. Composition/Information on Ingredients

  4. First-Aid Measures

  5. Fire-Fighting Measures

  6. Accidental Release Measures

  7. Handling and Storage

  8. Exposure Controls/Personal Protection

  9. Physical and Chemical Properties

  10. Stability and Reactivity

  11. Toxicological Information

  12. Ecological Information

  13. Disposal Considerations

  14. Transport Information

  15. Regulatory Information

  16. Other Information

Cargo Transport Condition Identification Report: Documents, Process, Timeline, and Costs

4.1 Required Documents (Important)

  • Completed application form (Cargo name, ingredients, transport mode: Sea / Air / Land).

  • msds report (Mandatory).

  • Samples:

  • Solid: 100–200g

  • Liquid: 100–200ml

  • Finished Product: 1–2 complete, unopened units.

  • Business license, product manual, and packaging photos.

4.2 Application Process

  1. Select Agency: JJR LAB

  2. Submit: Application form + MSDS + Samples + Required documents.

  3. Laboratory Testing: Flash point, combustion, corrosion, dust explosion, magnetism, etc.

  4. Report Issuance: Non-dangerous (general cargo) or Dangerous goods (Class + UN number).

4.3 Timeline & Validity

  • Timeline: 3–7 working days (1–3 days for expedited service).

  • Validity: Generally 1 year.

  • Note: Any changes to the formula, ingredients, or manufacturing process require re-testing and the issuance of a new report.

Common Export Combinations for Plush Toys (Highly Applicable)

5.1 Pure Plush Toys (No batteries, no chemical risks)

  • Action: Prepare a simple bilingual (Chinese-English) MSDS.

  • Transport Identification: Can usually be waived by most freight forwarders, depending on the airline/shipping company.

5.2 Plush Toys with Batteries (Most Common)

  • Mandatory: MSDS + Air / Sea Freight Identification + un38.3 (for batteries).

  • Consequence: 100% risk of cargo detention in air freight if not provided.

5.3 Products with Ink / Glue / Fragrance / Cleaning Liquid

  • Mandatory: MSDS + Transport Identification (Sea / Air).

Common Pitfalls (Avoid These)

  • Using an outdated MSDS (non-GHS compliant, missing sections) → Result: Rejected by the shipping company.

  • Falsifying or hiding ingredients → Result: Mistakenly identified as dangerous goods, causing freight costs to skyrocket.

  • Sample does not match bulk cargo → Result: Cargo returns and fines if inspected.

  • Only preparing an MSDS without the Transport Identification → Result: Freight forwarder space booking failure.
