Carpet CPC/GCC/CE Certification and Customs Clearance

The core of carpet export is: the US requires GCC (Adults) / CPC (Children) + 16 CFR 1630/1631 Flammability; the EU requires CE-CPR (EN 14041) + EN 13501-1 Fire Resistance + EN 717 Formaldehyde; plus REACH, VOC, and environmental labels.


US Market (Mandatory)

1. Adult Carpets (Non-children's)

  • GCC (General Certificate of Conformity): A self-declaration. Mandatory eFiling on the CPSC official website starting July 8, 2026.

  • Core Testing: 16 CFR 1630 (Large carpets, >2.23㎡), 16 CFR 1631 (Small carpets, ≤2.23㎡) — Surface flammability (open flame / smoldering).

  • Execution Points:

  • Send samples to an ISO 17025 laboratory for testing. Once the report is issued, the importer/manufacturer issues the GCC.

  • Platforms like Amazon / Temu must be provided with the 16 CFR 1630/1631 report + GCC.

2. Children's Carpets (≤12 Years Old)

  • CPC (Children’s Product Certificate): Mandatory third-party certification. Must be tested by a CPSC-accepted laboratory.

  • Additional Items: cpsia Lead / Phthalates (Lead ≤ 90ppm, Phthalates ≤ 0.1%).

3. Environmental Voluntary (High-end Bonus)

  • CRI Green Label Plus: Low VOC (TVOC, Styrene, 4-PC). The authoritative standard for indoor air quality in the US, commonly found in commercial real estate / hotels.


EU Market (Mandatory + Environmental)

1. CE-CPR (Building Materials Mandatory, Must Do)

  • Regulations: CPR 305/2011/EU (Construction Products Regulation). Carpets belong to floor covering building materials and are not subject to ordinary textile CE requirements.

  • Core Standard: EN 14041 (Resilient, textile and laminate floor coverings, including carpets and carpet tiles).

  • Required Testing Items (Tested and issued by EU Notified Bodies - NB):

  • Fire Resistance: EN 13501-1 (Commercial Bfl-s1/Dfl-s2; Residential Efl).

  • Formaldehyde: EN 717-1 (Class E1 ≤ 0.124mg/m³).

  • VOC: EN 16516 (TVOC emissions).

  • Pentachlorophenol (PCP): Banned.

  • Customs Clearance / Listing Documents:

2. reach compliance (All Products)

  • SVHC (Substances of Very High Concern): Cadmium, lead, phthalates, flame retardants, etc., ≤ 0.1% (1000ppm). Requires annual testing + notification.

3. Environmental Voluntary (High-end Bonus)

  • French A+: The lowest VOC emission level; mainstream for indoor building materials.

  • German Blue Angel: Low toxicity and low emissions; highly preferred for high-end residential / commercial spaces.

  • Finnish M1: Building material emission classification; well-recognized in the Nordic market.


Other Markets

  • Canada: SOR/2016-176 (Equivalent to the US 16 CFR 1630). Requires a flammability report + self-declaration.

  • Australia / New Zealand: AS/NZS 1530.1 (Fire resistance), AS 2001.2.1 (Flammability). Commercial projects frequently require CE or CRI certification.

  • Middle East (Saudi Arabia / UAE): gcc certification (Gulf standard), refers to EN 14041 + Fire resistance.

Processing Flow

  1. Determine the Standard: Select testing items based on the target market (US Flammability / EU Fire Resistance + Formaldehyde).

  2. Select a Laboratory: US → CPSC accepted; EU → EU Notified Body (NB); both require ISO 17025 accreditation.

  3. Sample Testing: Sample size of 2–3㎡, testing cycle takes 5–10 working days.

  4. Issuance / Declaration: US → Report + GCC (eFiling); EU → NB Certificate + DoP + EU Representative.

  5. Labels / Documents: US → GCC Number + Flammability Label; EU → CE Mark + Notified Body Number + DoP Number.


Common Misunderstandings

  • EU using Textile CE: You must use Building Materials CE-CPR (EN 14041); otherwise, it will result in container detention / customs fines.

  • GCC is a third-party certification: No, it is a self-declaration. However, mandatory eFiling on the CPSC website is required starting July 8, 2026.

  • Children's carpets only need GCC: Incorrect. They must undergo CPC + Third-party cpsia testing.
