What is CPC?

  • CPC = Children’s Product Certificate

  • U.S. Law: cpsia (Consumer Product Safety Improvement Act), regulated by the CPSC (U.S. Consumer Product Safety Commission).

  • Scope: All products intended for use by children 12 years of age and under. Plush toys generally fall into this category.

  • Nature: A mandatory compliance document, not a voluntary certification. It must be self-issued by the importer or manufacturer based on passing test results from a CPSC-accepted laboratory.


Why Must Plush Toys Obtain a CPC?

1. Legal Mandate: Not doing it is illegal

  • As long as the target users include children under 12, plush toys are classified as "children's products" in the U.S. and must have a CPC.

  • Without a CPC: Customs detentions, fines, destruction, store delisting, and product recalls may occur.

2. Mandatory for Customs Clearance + Platform Listing (Amazon / Walmart)

  • U.S. Customs and Border Protection (CBP) and the CPSC conduct random inspections; products without a CPC will not be released.

  • Platforms like Amazon: You must upload a CPC to list your products; otherwise, they will be taken down directly. Inspections have become increasingly strict in recent years.

3. Ensure Child Safety and Reduce Risks

Common risks of plush toys:

  • Small parts falling off (eyes, noses) → Choking hazard if swallowed.

  • Flammable fabrics/fillings → Burn injuries.

  • Surface coatings containing lead or phthalates → Poisoning and developmental impacts.

The corresponding cpc tests (ASTM F963 + CPSIA) cover:

  • Heavy metals (Lead, etc.)

  • Phthalates (Plasticizers)

  • Physical and mechanical safety (Small parts, tensile strength)

  • Physical and Mechanical Testing: astm f963-17. Inspects small parts, sharp points, sharp edges, and tensile strength to prevent children from swallowing or scratching themselves.

  • Chemical Substance testing: CPSIA lead content and phthalates. Materials such as fabrics and fillings must comply with the limits of lead content ≤ 100ppm and specific phthalates ≤ 0.1%.

  • Flammability Testing: 16 CFR 1500.44. Verifies the flame retardancy of fabrics to reduce fire risks.

  • Labels and Warnings: 16 CFR 1303. Products must have a permanent tracking label (including production date, batch, and manufacturer information), and safety warning labels must be added in certain scenarios.


Detailed Certification Process

  1. Commission a Lab: The enterprise must commission a qualified third-party laboratory (such as JJR LAB, etc.) for testing.

  2. Product Testing: The laboratory tests the submitted plush toy samples and issues a detailed test report.

  3. Draft Certificate: The manufacturer or importer drafts and issues the cpc certificate according to the CPSC template based on the test report.

  4. Record Retention: The CPC certificate must be retained alongside the product supply chain for at least 5 years, available for inspection by the CPSC or Customs at any time.

  • Question 1: What is the certification cycle and cost?
    Typically requires 2-4 weeks. Costs vary depending on product complexity and material types (starting from $698). It is recommended to plan ahead and choose an experienced laboratory to optimize efficiency.

  • Question 2: Do I need to re-certify after a product change?
    Yes! If there are changes to the materials, design, or production processes, you must re-test or perform supplementary testing and update the CPC certificate.

  • Question 3: How can cross-border e-commerce sellers achieve compliance?
    Platforms like Amazon strictly require the uploading of CPC certificates. It is recommended to choose a testing agency that provides "one-stop" compliance services to simultaneously obtain platform-required reports (such as CPSIA tracking labels).


As long as your plush toys are sold to children under 12 and are entering the U.S. market or platforms like Amazon, the CPC is a mandatory "Law + Customs + Listing + Safety" pass. Without it, you cannot legally sell your products.
