Update time : 2026-01-27

In today's globalized era, the pet appliance industry is actively expanding into the European and American markets. However, inadequate knowledge of relevant certifications may result in goods being intercepted by customs, causing huge losses to enterprises. Below, we will elaborate on the certification knowledge required for pet appliances exported to Europe and America.

Overview of Core Certifications for Europe and America

The European and American markets impose stringent regulations on the safety, environmental protection and electromagnetic compatibility of pet appliances, among which two types of certifications are particularly critical. For exporters, the EU CE certification and the US FCC/UL certifications are important thresholds that must be crossed.

EU CE Certification

In the European Union, CE Certification is a legal mandatory requirement, equivalent to a "passport" for products to enter the European Economic Area. It is not a single certificate, but a regulatory system demonstrating that products comply with EU safety, health and environmental protection requirements.

US FCC/UL Certifications

In the United States, FCC Certification mainly targets the electromagnetic compatibility of products to prevent electronic products from generating harmful interference. Although UL Certification is voluntary, its extremely high market recognition has actually made it an "access permit" for major retailers and e-commerce platforms.

Common Categories of Pet Appliances and Corresponding Certification Directions

The pet appliance market is becoming increasingly intelligent and diversified. Below are several major categories of mainstream products and their certification directions:

Diet and Care Category

As a core category, automatic feeders require attention to motor safety and timing accuracy, while smart water fountains demand emphasis on water pump safety, leakage protection and food contact safety of materials. Models with intelligent functions such as weighing, APP control and cameras need to additionally meet wireless and network security standards.

Grooming and Care Category

The demand for "delicate pet raising" has driven the development of such products. High-power pet dry boxes/blow dryers have strict requirements for electrical safety (LVD) and temperature control; electric clippers/trimmers that come into direct contact with the skin need to comply with personal care appliance standards, with a focus on cutter head safety and waterproof performance; in addition, there are products such as pet paw wash cups and portable hair dryers.

Companion and Entertainment Category

Created to address pets' separation anxiety and exercise needs, products such as automatic cat toys (rotating feather toys, laser toys, etc.) and electric interactive toys (automatic ball launchers, etc.) are very popular in Europe and America. The key focus for such products is the safety protection of mechanical moving parts to prevent pets from being pinched.

Health Monitoring Category

Representing the technological forefront of pet appliances, smart collars/trackers usually have built-in GPS and SIM card modules, involving the most complex certification processes; pet cameras (with call and laser toy functions) and smart weight scales (with body fat monitoring) also fall into this category, which need to meet multiple standards such as data security and electromagnetic compatibility.

Environmental Management Category

Known as "lazy gadgets" that enhance the pet-raising experience, smart litter boxes have complex structures involving motors, sensors and heating elements, requiring high standards for safety assessment; smart pet beds/constant temperature mats need to focus on the safety of heating elements and the reliability of temperature control.

Detailed Explanation of EU CE Certification

Preparation of Basic Documents for CE Certification Application

It includes a valid business license, a detailed product manual (EU official languages are recommended), clear product photos and drawings, as well as a standardized design draft of the product nameplate. Meanwhile, non-EU enterprises must appoint an Authorized Representative within the EU, who is responsible for communicating with EU regulatory authorities and acting as the contact person in case of product issues—this is a mandatory requirement.

Compilation of Technical Documentation

As the core evidence to prove product compliance, it must include test reports issued by qualified laboratories. For pet appliances, common test standards include the electrical safety standard EN 60335 Series (e.g., EN 60335-2-15 for pet clippers) and the electromagnetic compatibility standard EN 55014 Series, etc. The technical documentation should also include a risk management report to identify and control potential product risks. Finally, a Declaration of Conformity signed by the manufacturer is required, committing that the product complies with all applicable regulations. In addition, if the product has network functions such as Wi-Fi and Bluetooth, it must meet the requirements of the newly added EU network security standard en 18031 Series starting from August 2025, such as setting mandatory password changes and supporting high-strength encryption.

Analysis of US FCC and UL Certifications

To enter the US market, if pet appliances are equipped with microprocessors, wireless modules and other components, FCC Certification is a mandatory entry ticket, which ensures that products do not cause excessive electromagnetic interference to other devices during operation. FCC Certification is divided into two types: fcc sdoc and fcc id. The latter applies to wireless communication devices with stricter requirements and must be tested by officially recognized laboratories.

Although UL Certification is not legally mandatory, it is crucial in commercial practice. Major platforms such as Amazon and Walmart usually require the provision of ul test reports, and consumers also regard it as a symbol of safety and trust. For example, pet clippers may need to be evaluated for safety and flame retardant performance in accordance with ul 859 (Standards for Personal Care Appliances), and it is critical to select a formal laboratory with ISO17025 qualification for testing.
