CPC Is NOT "Buying a Certificate"!

CPC is a compliance declaration document based on a third-party laboratory test report, issued by the seller.

It must comply with:

① cpsia regulations

② ASTM F963-22 (latest standard)

(Amazon has fully rejected the old 17 standards in 2026)

Core Requirements:

① Total lead ≤ 100 ppm

② 6 Phthalates ≤ 0.1%

③ Model toys for children under 3 years old must pass small parts choking hazard testing

 

CPC Testing Process for Children's Model Toys

Preparations: Clarify Product Information

Prepare core details of the model toy:

① Material (plastic / alloy / soft rubber parts)

② Age range (0–3 / 3–12 years)

③ With/without batteries or electric functions

④ 3–5 intact finished samples (separate sampling requiRED for multi-material products)

 

Choose a Laboratory: Verify CPSC-Accredited Qualification

Only select Amazon-recommended & CPSC officially accredited laboratories (e.g., JJR LAB, with CNAS/CMA + Amazon SPN qualifications).

Inform the laboratory the test is for Amazon listing of children's model toys, and confirm coverage of:

① Physical testing (sharp points / sharp edges / small parts)

② CheMICal testing (lead / phthalates)

③ Flammability (additional test required for textile accessories)

 

Laboratory Testing: Report in 5–7 Working Days

The laboratory conducts full testing per ASTM F963-22 + CPSIA.

Common failure points for model toys:

① Excessive lead in alloy parts

② Excessive phthalates in soft rubber

③ Detachable small parts

④ Unpolished sharp edges/burrs

If failed, the lab provides rectification suggestions; re-testing is required after correction.

Issue CPC Certificate: Fill in Information Correctly

Issue the CPC certificate using the qualified test report. All Amazon-mandatory fields are required:

① Product information + corresponding Amazon ASIN (1 ASIN = 1 Certificate; no sharing)

② Explicitly state: Complies with CPSIA 16 CFR Part 1500 + ASTM F963-22

③ U.S. Agent information (2026 requirement: house number + street + zip code + U.S. landline; virtual numbers will be rejected)

④ Laboratory name & address, test date, production batch & origin

 

Amazon Upload & Review: Submit Full Documents

Go to Amazon Seller Central:

Inventory → Upload Compliance certificates

Submit all of the following:

① CPC certificate

② Full test report (English)

③ Actual product label photo

(Uploading only the certificate will result in direct rejection)

Standard review: 1–3 working days

Faster review if the laboratory is on Amazon's recommended list.

 

2026 Latest Pitfall Avoidance Guide

Mistake 1: Sharing certificates for the same model in different colors/sizes

① Same material: test report can be shared, but CPC must list all variants.

② Different materials (plastic/alloy): must test separately.

 

Mistake 2: Random U.S. Agent info without updates

① If U.S. Agent address/phone changes, reissue CPC and update Amazon backend to avoid delisting.

 

Mistake 3: Keeping certificates/reports for only 1 year

① CPSIA requires at least 5 years of retention. Amazon conducts random audits within 6 months; lost documents require re-testing (cost +30%).

 

Mistake 4: Ignoring product labeling requirements

① Permanent label on the model (manufacturer / batch / model; legible after 10 wipes with a damp cloth)

② Products for under 3 years: label “Small parts – not suitable for children under 3 years” (font size ≥6.35 mm)

 

Extra Reminder: 2026 CPSC New Regulation

Starting July 8, 2026, the U.S. Customs will implement CPC electronic filing.

Imported children's model toys must submit compliance documents via the electronic system in advance; non-filing will result in direct cargo detention.

Please confirm with your laboratory in advance that they support electronic filing.
