The Ministry of Electronics and Information Technology (MeitY) of India, through Notification S.O. 4997(E) dated 29 October 2025, has amended the Electronics and Information Technology Goods (Mandatory Registration Requirements) Order, 2021 and officially issued the standard IS/iec 62368-1:2023 Audio/video, information and communication technology equipment – Part 1: Safety requirements.
This standard replaces the following Indian standards previously coveRED under the CRO:
• IS 13252 (Part 1): 2010
• IS 616: 2017
According to the notification, Extended Reality Products (Augmented Reality, Virtual Reality, Mixed Reality etc.) have been newly added to the products regULated under the Electronics and Information Technology Goods (Mandatory Registration Requirements) Order, 2021.
For the above newly added product category, the parallel validity period of IS 13252 (Part 1): 2010 / IS 616: 2017 and IS/IEC 62368-1:2023 shall expire on 1 May 2026.

MeitY India has issued a series of product guidelines for Extended Reality Products (Augmented Reality, Virtual Reality, Mixed Reality etc.).
All licensees shall implement the IS/IEC 62368-1:2023 standard by the deadline of the parallel validity period, i.e., 1 May 2026. Licenses for which compliance is not completed by the deadline shall become invalid.
Licensees shall submit complete test reports (issued by BIS-recognized laboratories) for all master models via their BIS login accounts to demonstrate compliance with IS/IEC 62368-1:2023.
For models previously tested against IS 13252 (Part 1): 2010 or IS 616: 2017, test reports shall be submitted under the menu “Standard Revision/Addition/ Essential Requirements”.
Licensees shall also provide a Letter of Undertaking stating that all other existing series models within the license scope also meet the requirements of IS/IEC 62368-1:2023.
Relevant operations shall be performed in accordance with the series product guidelines issued by MeitY.
If a licensee fails to complete the relevant procedures by the deadline of the parallel validity period (1 May 2026), procedures for license cancellation or model deletion shall be initiated.
Upon successful implementation of the IS/IEC 62368-1:2023 standard, BIS will issue a letter confirming the list of compliant models.
Applications for which samples have been submitted to laboratories or test reports have been issued against IS 13252 (Part 1): 2010 or IS 616: 2017 may continue to be processed under the old standards.
Applications submitted from now on may be processed against either IS 13252 (Part 1): 2010 / IS 616: 2017 or IS/IEC 62368-1:2023.
Applications processed under the old standards shall only be submitted by the deadline of the parallel validity period (1 May 2026). Such applicants shall declare that they will implement the IS/IEC 62368-1:2023 standard by the parallel deadline.
After the parallel validity period (1 May 2026), no new licenses shall be issued against IS 13252 (Part 1): 2010 or IS 616: 2017.
Applications for license scope amendments shall be processed in accordance with the relevant provisions for applicants specified above.
The deadline for processing scope amendment requests under IS 13252 (Part 1): 2010 / IS 616: 2017 shall be the date on which the licensee switches to IS/IEC 62368-1:2023, or the deadline of the parallel validity period (1 May 2026), whichever comes earlier.
New applications are recommended to be submitted against the IS/IEC 62368-1:2023 standard.
These guidelines shall take effect immediately on the date of issuance (9 March 2026).
