Pacifier clips, also known as soother holders or dummy chains, are used to attach a pacifier to an infant's clothing to prevent it from dropping on the ground. A pacifier clip can be made from one or multiple materials, including fasteners, ribbons, cords, chains, twine, leather, yarn, or any other similar materials.
Recently, the EU Safety Gate has reported multiple cases of non-compliant pacifier clips. Data analysis shows that "choking" and "strangulation" are the two primary reasons for product recalls. With over 50% of the non-compliant products being sold via online platforms, it highlights that the product compliance situation in the online market has become quite severe. Pacifier clips belong to the baby care products category; thus, they are regulated by the General Product Safety Regulation (gpsr) in the European Union and must comply with the EN 12586 standard. Additionally, pacifier clips featuring toy attachments must simultaneously meet the requirements of the EN 71-1 standard.
The EN 12586 standard was updated to the EN 12586:2025 version in 2025. On April 2, 2025, the European Committee for Standardization (CEN) published the new version of the safety standard for pacifier clips: "EN 12586:2025 Child care articles - Soother holder - Safety requirements and test methods," which comprehensively upgrades safety testing. This new standard replaces the old "EN 12586:2007+A1:2011" standard and was officially implemented on October 31 of the same year. Regarding the assessment dimensions for choking, strangulation, and finger entrapment, the new standard introduces much stricter changes to safety requirements and testing methods.
Revised Structural Integrity Requirements: The new standard subdivides the testing methods for different components and comprehensively evaluates the structural firmness of these parts. This effectively controls the choking hazards caused by the detachment and separation of small parts.
New Requirements for Intentionally Detachable Components: It introduces the testing templates from the toy standard EN 71-1 (for small parts) alongside the original EN 12586 requirements. It mandates that components must not be small parts, nor can they completely pass through a test template with a 38mm diameter. This new addition further strengthens the geometric requirements for detachable components, preventing them from entering the infant's mouth, blocking the throat, and causing a choking hazard.
Revised Ventilation Hole Requirements and Test Methods: It adds the use of 4mm and 12mm diameter test steel balls to inspect the size of the holes, and mandates the use of a 25mm diameter test gauge to check the positioning of the ventilation holes.
Strict Prohibition of Certain Batteries: The standard explicitly bans the use of button and coin batteries. It also adds new regulatory controls for hazardous magnets and introduces a 1,000-cycle opening and closing test for magnetic fasteners.
Length: A new requirement states that the overall length of the pacifier clip must not exceed 300mm.
Thickness/Width: The standard revises the cord width and design requirements under various scenarios, mandating that for cords with an exposed length exceeding 15mm, the cord width shall not be less than 6mm.
New Hole Testing: It newly introduces the use of 5.5mm and 12mm diameter test steel balls to inspect the size of any circular holes or openings.
The EN 12586 product standard, under the jurisdiction of the GPSR, is the core compliance basis for pacifier clips. The new 2025 version of the standard not only enforces stricter revisions regarding physical and structural requirements but also significantly upgrades the chemical performance requirements.
Given that the new standard became fully mandatory on October 31, 2025, cross-border sellers should promptly conduct a "new standard gap analysis" for their products, complete necessary product updates, and arrange for testing in accordance with EN 12586:2025 to ensure their products strictly meet the compliance requirements of the EU market.
