EU Toy and Children's Product Regulations

In the EU's toy-related technical regULations, the primary one is the Toy Safety Directive 2009/48/EC, which specifies safety and quality requirements as well as conformity assessment procedures for toys. All toys entering the EU market must first comply with the requirements of this directive. However, the directive only sets out the main objectives and basic requirements that toys must meet, without involving technical details. Specific technical details are defined by harmonized standards such as the EN 71 series and EN 62115.

The EN 71 series specifies detailed requirements for physical properties, flammability, labeling, etc., while EN 62115 sets out relevant safety requirements for electrical toys. In addition, toys must also comply with the requirements of other EU regulations, such as the reach regulation, POPs Regulation, and RoHS Directive.

This standard specifies requirements and test methods for the mechanical and physical properties of toys intended for use by children under 14 years of age.

Flammability

This standard specifies the categories of flammable materials prohibited for use in all toys and the flammability requirements for certain toys that may come into contact with small fire sources.

This standard specifies test methods and limit values for 19 soluble heavy metals in accessible toy materials.

Experimental Sets for Chemistry and Related Activities

It specifies requirements and test methods for substances and materials used in chemical toy sets other than experimental toys.

This standard specifies special requirements and test methods for family entertainment toys that are usually attached or fastened to beams and intended to bear the weight of one or more children under 14 years of age.

EN 62115

Safety of Electrical Toys

This standard specifies requirements for electrical toys in terms of marking and instructions, input power, heating and abnormal operation, electrical insulation strength at operating temperature, resistance to moisture, electrical strength at room temperature, mechanical strength, construction, protection of flexible cords and wires, components, screws and connections, clearances and creepage distances, resistance to heat and fire, radiation, toxicity and similar hazards, etc.
