All toys entering the EU market must first comply with the requirements of this directive. However, the directive only sets out the main objectives and basic requirements that toys must meet, without involving technical details. Specific technical details are defined by harmonized standards such as the EN 71 series and EN 62115.

The EN 71 series specifies detailed requirements for physical properties, flammability, labeling, etc., while EN 62115 sets out relevant safety requirements for electrical toys. In addition, toys must also comply with the requirements of other EU regulations, such as the reach regulation, POPs Regulation, and RoHS Directive.
