On June 11, 2025, the European Committee for Standardization (CEN) published the revised version of Part 2 of the toy safety standard EN 71, titled EN 71-2:2020+A1:2025 - "Safety of Toys – Part 2: Flammability". According to the implementation plan, CEN member countries must adopt this standard as a national standard by December 31, 2025, either by publication of an identical text or by endorsement. Any conflicting national standards shall be withdrawn by June 30, 2026.
It is anticipated that this standard will be approved by the European Commission and published in the Official Journal of the European Union (OJEU)as a harmonized standard under the Toy Safety Directive 2009/48/EC.
- Clause 3.1: References the definitions in EN 71-4:2020; added Note 1to the definition of chemical experiment toys.
- Clauses 3.3, 3.10, 3.15: References the definitions in EN 71-13:2021+A1:2022; added definitions for cosmetic kits, gustative games, and olfactory board games.
- Clause 4.1: Specifies exemptions for highly flammable and flammable liquids in chemical toys, cosmetic kits, and olfactory board games. Aligned with EN 71-5:2015 and EN 71-13:2021+A1:2022.
- Clause 5.3: Introduces a new test method for face masks to ensure that the test flame is not affected by mask openings.
- Clauses 5.3 and 5.4: Corrects annex references; removes incorrect reference to Annex A.7 in 5.3 and corrects 5.4 to properly reference Annex A.7.
- Clause 5.4.1.1(c): Expands the allowable water hardness range for washing toy costumes.
- Clause 5.4.1.2.1: Improves the illustration (Figure 1) and text description for fabric combination test samples.
- Annex A.2: Adds washing information for toy costumes.
- Annex A.3: Corrects the text description in Figure 15.
- Annex A.7: Explains the rationale behind changing the allowable water hardness range.
- Annex B: Deletes the original content and adds new risk assessment guidelines for costumes and head-worn toys.
Note: The above list includes the main technical changes and does not cover all updated clauses.
Additionally, certain clauses have been editorially revised for alignment with ISO 8124-2:2023, with no technical changes introduced.
EN 71-2:2020+A1:2025is expected to become a harmonized standard under the EU Toy Safety Directive 2009/48/EC. We encourage enterprises to begin testing in parallel using both the current and new standards to prepare in advance.
