For domestic factories exporting full containers of mass-produced home portable projectors, smart Android projectors, and laser projectors to US supermarkets, offline importers, and engineering projects, there are five major statutory mandatory thresholds: UL Safety, fcc Electromagnetic/Wireless, FDA Laser Radiation, DOE Federal Energy Efficiency, and California cec + Prop65 Environmental Protection.
Many factories only obtain fcc certification while ignoring UL or FDA laser registration, resulting in customs detention at the port of destination, rejection by local US AHJ (Authority Having Jurisdiction) electrical inspections, importers refusing to pay the balance, and full containers of products being returned. This article focuses on the mass production of complete machines, external adapters / built-in lithium batteries, and LED / laser light sources, breaking down certification rules, execution standards, nameplate specifications, factory mass production controls, and frequent pitfalls in foreign trade by category.
1. Execution Standard: UL62368-1 (Unified safety standard for audio/video & IT equipment, replacing the old UL60065/UL60950)
Universal for all categories: Applicable to portable built-in lithium battery projectors, plug-in home smart projectors, and laser projectors.
Note: The accompanying external power adapter must hold a separate UL certificate and cannot be covered by the complete machine's UL certification.
2. Key Test Items
Safety Regulations: Withstand voltage insulation, temperature rise, abnormal short circuit / overload fire prevention, electrical clearance and creepage distance, enclosure flame retardancy UL94, and anti-electric shock structure.
Portable Lithium Battery Models: Lithium battery overcharge and overdischarge protection, thermal runaway, battery cell UL certification, and battery compartment tamper resistance (ul4200a).
Laser Models: Optical cavity light leakage prevention and body structure protection (linked with FDA safety structure requirements).
3. Certification Format
UL Listed is preferred (the only one accepted by Best Buy, Walmart, and building material engineering procurement).
After obtaining the certificate, UL conducts annual follow-up factory inspections.
The nameplate must be silk-screened with the UL logo + certificate model. Privately modifying the BOM (power supply, motherboard, light source) without reporting to the laboratory will directly invalidate the certificate.
Divided into 2 schemes based on whether the product has WiFi / Bluetooth:
1. Ordinary Non-Smart Projectors (No wireless, no Bluetooth) → FCC-sdoc Self-Declaration (Part15B)
Requires only EMC conducted + radiated interference testing. The laboratory issues a test report, and the importer issues an SDoC declaration document for customs clearance with the goods; no official website ID registration is required.
2. Smart Android Projectors (Built-in WiFi / Bluetooth / Screen casting RF) → FCC-ID Registration (Part15B+C)
Requires a full set of RF + emc testing. The FCC official website records and issues a unique FCC-ID code, which must be permanently engraved on the body nameplate. Without an ID, circulation in the US market is prohibited, and customs will detain the goods.
Note: Bluetooth-enabled remote controls are also subject to FCC-ID control and cannot be separated for exemption.
Regulatory Basis: 21CFR Part1040.10/1040.11 (US FDA Electronic Product Radiation Control Act). All projectors with laser light sources require mandatory registration. Lack of certification will result in full-container detention and confiscation.

The body must be printed with the FDA laser warning symbol, laser class, and manufacturer information. An incorrect label format is directly deemed non-compliant.
LED Light Source Projectors (Cold light source without laser): No FDA certification is required, and this item can be skipped.
1. DOE Federal Energy Efficiency (Mandatory across the entire US)
Regulations: 10CFR Part430. Tests standby power consumption, off-mode power consumption, and overall electro-optical conversion efficiency.
After passing the test, register in the DOE-CCMS system to obtain a registration number. Mark the filing information on the outer box/manual. Without filing, distribution and warehousing are not allowed nationwide.
2. CEC Title20 California Energy Efficiency (Mandatory for sales to California warehouses/supermarkets)
Standards are stricter than DOE: Complete machine standby power consumption ≤0.5W, adapter no-load power consumption limits, and luminous efficacy indicators.
Register in the MAEDbS database on the CEC official website. Unregistered products face a fine of up to $5,000 per unit in California and product removal/recall.
Foreign Trade Split Scheme: Only DOE is needed if shipping solely to non-California US territories; dual registration of DOE+CEC is required for West Coast orders including California.
Control scope for projector plastic casings, PCB solder, power cords, and rubber foot pads: Lead, cadmium, DEHP and other phthalates, flame retardants.
If actual measurements exceed limits: Print the standard warning statement on the product/outer packaging: ⚠️WARNING: This product can expose you to chemicals including lead... (Official website: P65Warnings.ca.gov).
Entire US excluding California: Labels can be exempted, but raw materials still need to be controlled for hazardous substances to avoid litigation risks.

Laser projectors require additional FDA laser class + warning symbols.
Shipments to California must reserve an extra space for the Prop65 warning.
1. Adapter without UL, using only complete machine UL for customs clearance: US customs and supermarket inspections will not recognize this and will deem the complete machine non-compliant.
2. Laser projectors omitting FDA registration, only doing UL/FCC: FDA random inspections will result in the entire container being detained and destroyed on the spot.
3. Smart projectors using SDoC instead of FCC-ID: Devices with WiFi must have ID registration; SDoC is invalid.
4. Selling to California with DOE only but not CEC: Agents cannot warehouse the products, resulting in high storage fees.
5. Arbitrarily replacing laser modules/motherboards/power supplies without reporting to certificates: UL/FCC/FDA will all become invalid.
6. Omitting Prop65 labels for shipments to California: Risk encountering civil claims with thousands of dollars in compensation per unit.
Shipping only to non-California US / Offline small & medium importers: UL + FCC (SDoC/FCC-ID) + DOE; FDA added for laser models.
Nationwide distribution (including California) supermarkets / Brand clients: UL + FCC + DOE + CEC + Prop65 labels; FDA added for laser models.
Mixed shipments to US and Canada (along with Canada): Upgrade to cUL (universal safety for US and Canada) + the rest of the full set remains unchanged; one certificate covers both the US and Canada.
