For electronic products aiming to be exported to the United States, EPA certification is mandatory. Ultraviolet sterilization works by using UV light to damage and alter the DNA (deoxyribonucleic acid) structure of microorganisms, causing immediate death of bacteria or preventing their reproduction, thereby achieving sterilization. The true sterilizing effect comes from UVC ultraviolet light because the C-band UV is easily absorbed by biological DNA, especially around the 253.7 nm wavelength. UV sterilization is a purely physical disinfection method, characterized by simplicity, convenience, and no secondary pollution. The application range of household UV sterilization lamps is continuously expanding.
EPA stands for the U.S. Environmental Protection Agency. Its main mission is to protect human health and the natural environment. The headquarters is located in Washington, D.C., with 10 regional offices and dozens of laboratories nationwide. EPA employs about 18,000 people, more than half of whom are engineers, scientists, and policy analysts. The agency sets standards for numerous environmental programs and monitors compliance with mandatory regulations. EPA also collaborates with state and local governments to issue a series of commercial and industrial permits.
EPA classifies disinfectant products into three categories:
1. Disinfectants(contain active ingredients)
2. Disinfection devices(do not contain active ingredients and rely on physical principles for sterilization)
3. Composite devices(can disinfect by physical principles or active ingredients)
Products containing active ingredients must obtain an EPA registration number (EPA Reg. No.) and an EPA establishment number (Est. No.). For disinfection devices, only an EPA establishment number is required.
1. Submit an application to a third-party testing company such as China’s JJR Laboratory.
2. Provide samples for testing.
3. If the test results meet EPA requirements, EPA will issue a compliance certificate.
EPA typically reviews submitted materials within 2 to 3 weeks (minimum).
The registration fee for sterilization lamps, air purifiers, and similar devices is \$889 USD. For disinfectant liquids or other products requiring product testing and factory inspections, fees are higher. Only certified agencies provide these services. Currently, JJR Laboratory can only assist with EPA registration for sterilization lamps and air purifiers (electronic devices).
The EPA requires applications to be factory-specific, with an actual production address subject to EPA inspection. Traders must negotiate with the factory regarding interests before applying. The EPA does not issue physical certificates. After successful registration, the EPA database is publicly searchable. Labels must include a 5-digit location number in the format:
`XXXXX-CHN (country code)-XXXX (custom product number)`
New applicants must submit initial and annual reports each year.
If products are sold in the 49 U.S. states excluding California, only EPA certification is needed. If goods are to be imported into or exported through California, CARB certificationis required. CARB stands for California Air Resources Board. Composite wood products and furniture containing composite wood products without CARB certification cannot obtain the “green card” for entry into California.
EPA certification requires a minimum of 30 days to review submitted materials and determine compliance. As part of the review, EPA may request additional information or confirmatory testing. If issues arise or more documents are needed, EPA will contact the applicant’s liaison, which may extend the review time.
If the product meets EPA requirements, EPA will issue a compliance notification. OnCE certification complies with regulations, the notification specifies the effective date from which the product can be commercially introduced. The notification expires at the end of production or on December 31 of the designated model year, whichever comes first. Typically, the effective date is the certificate issuance date.
EPA registration typically takes 20 to 25 business daysto complete.
