Irish Battery Act Requires an Authorised Representative, Irish Battery Act Authorised Representative
Irish Battery Act requires non-Irish businesses to appoint an authorised representative by 2026. JJR offers CMS, CNAS, ISO/IEC 17025 testing & EPR compliance.

The Irish PRL has stipulated that the appointment of an authorised representative is requiRED for the Battery Regulations starting this year, which does not refer to the requirement for an authorised representative for Irish Battery Regulations registrations commencing in 2026.
For businesses established outside Ireland, whether you completed registration under the Irish Battery Regulations in 2025 or plan to register in 2026, the authorised representative requirement shall take effect on 1 January 2026. If you completed the Irish Battery Regulations registration last year (2025), you are also required to appoint an authorised representative starting this year.
Previously, the Irish PRL only mandated the appointment of an authorised representative for non-Irish businesses established within the EU (for both WEEE and Battery Regulations registrations).

Although the email issued by the Irish PRL this time does not mention provisions regarding the authorised representative for WEEE, the Irish Environmental Protection Agency and EU IMPEL (full name: Implementation and Enforcement of Environmental Policy Network, a non-profit international association comprising officials and experts from environmental regulatory authorities of EU Member States and candidate countries) have clarified the authorised representative requirements.
An authorised representative must be appointed in the following cases:
① Businesses established in another EU Member State that place WEEE products on the Irish market via distance selling;
② Businesses established in Ireland that place WEEE products directly in other EU Member States via distance selling.
Businesses established in another EU Member State or a third country that place WEEE products on the Irish market via non-distance selling channels.
In addition, non-Irish businesses that place WEEE products on the Irish market via distance selling (such as Chinese cross-border e-commerce sellers) must appoint an authorised representative located within Ireland.
Therefore, starting from 2026, non-Irish sellers placing batteries and WEEE products on the Irish market via distance selling (whether already registered or pending registration) are required to appoint an authorised representative.
All non-Irish businesses placing WEEE and battery products on the Irish market shall comply with the following requirements:
1.Appoint and register an Irish authorised representative
2.Submit declarations
3.Pay environmental contributions on time
4.Affix labels such as the crossed-out wheeled bin symbol on products
