The eac certification is a product certification system launched by the Eurasian EconoMIC Union (EAEU), which is mainly divided into two categories: the eac certificate of Conformity (EAC CoC) and the EAC Declaration of Conformity (EAC DoC). Products that have obtained this certification can freely enter and circULate in the markets of the five EAEU member states: Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia. Among them, the EAC DoC focuses on low-risk products, with its core function being to verify that products comply with the technical regulations of the EAEU and ensure their safety for human health and the ecological environment.

The EAC DoC is mainly applicable to low-risk products, covering multiple industry categories, specifically including:
① Food Products: Such as packaged food, various beverages, etc.
② Light Industry Products: Such as daily consumer goods including clothing, footwear, textiles, etc.
③ Cosmetics: Such as beauty products including skin care products, makeup, etc.
④ Certain Mechanical Equipment: Such as household appliances, low-voltage equipment, etc.
According to different production scales, product risk levels and export scenarios, the EAC DoC is divided into 6 core modes, each with distinct applicable scenarios and core requirements:
① Definition: A batch production declaration mode based on the enterprise's self-test results and internal quality system assurance, requiring minimal intervention from external institutions.
② Applicable Scenarios: Suitable for standardized products with stable annual exports, such as mass-produced goods including textiles and low-voltage electrical appliances.
③ Core Requirements:
4. No third-party laboratory testing is requiRED; internal quality inspection records of the enterprise can be used as supporting documents.
1. No participation of certification bodies in the audit is needed; the enterprise independently declares that the products comply with the requirements of TR CU regulations.
2. Technical documents such as Russian manuals and product specifications need to be filed in the official system.
① Definition: A declaration mode specially designed for specific contract batches or individual products, whose certification validity is limited only to the said batch or individual product.
② Applicable Scenarios: Scenarios such as sample exports and customized orders, e.g., mechanical equipment accessories for exhibition display.
③ Core Requirements:
4. There is no mandatory requirement for third-party testing; enterprises may voluntarily provide internal test reports.
2. The applicant must be an entity within the Eurasian Economic Union (EAEU), which can be a manufacturer, seller or supplier.
c. The validity of the declaration is exclusive, applying only to the specific batch or individual product and not reusable.
① Definition: A batch production declaration mode that takes the test report issued by a laboratory recognized by the Eurasian Economic Union (EAEU) as the core basis, without the need for on-site factory audits.
② Applicable Products: Medium-risk batch-produced products, such as low-voltage electrical appliances, construction wallpapers, industrial bolts and nuts, etc.
③ Core Requirements:
a. A product test report issued by an EAEU-recognized laboratory must be provided, covering key indicators such as safety and environmental protection.
b. The enterprise's internal quality system documents need to be submitted, including production processes and batch inspection standards.
c. No on-site audit is required, but production records must be properly retained for subsequent verification.
① Definition: A declaration mode integrating type tests and production quality control, which requires regular submission of production inspection reports and focuses on the compliance of single-batch products.
② Applicable Scenarios: Products in continuous production but requiring key monitoring of critical processes, such as wires and cables.
③ Core Requirements:
a. Similar to Mode 2D, it only applies to single-batch products, but mandatory third-party recognized laboratory testing is required.
1. The test report must clearly cover all applicable clauses of the TR CU regulations to ensure full compliance.
2. Technical documents should include corresponding explanations of test data and regulatory clauses, clearly presenting the basis for compliance.
① Definition: A batch production declaration mode centered on technical document review, targeting special products that cannot be verified through conventional tests.
② Applicable Scenarios: Components of hazardous products that are non-independent units, such as explosion-proof equipment accessories and high-pressure pipeline connectors.
③ Core Requirements:
1. The EAC Type Approval Certificate must be obtained first before applying for this declaration mode.
2. Full-item testing must be conducted by an EAEU-recognized laboratory to ensure that products meet safety standards.
3. Technical documents need to include key materials such as risk assessment reports and component adaptation instructions.
① Definition: An enhanced declaration mode integrating type tests, factory audits and continuous supervision, with requirements close to those of the EAC CoC, focusing on high-risk mass-produced products.
② Applicable Scenarios: High-risk mass-produced independent products, such as large household appliances, industrial mechanical equipment, and auto parts.
③ Core Requirements:
7. It is the only EAC DoC mode requiring on-site audits, where the enterprise's quality management system is inspected by an EAEU-recognized body.
8. Both laboratory test reports and production process control documents need to be provided to fully prove product compliance.
9. During the validity period of the certificate, the enterprise may be subject to random official inspections and must maintain compliance continuously.
As an important compliance document for products to enter the markets of the five EAEU member states, the 6 modes of the EAC Declaration of Conformity (EAC DoC) correspond to the product needs of different risk levels, production scales and export scenarios. When applying for certification, enterprises should accurately select the appropriate declaration mode based on their own product characteristics and export plans, and prepare materials in strict accordance with the corresponding core requirements, so as to ensure the smooth progress of the certification process and lay a solid foundation for the products to successfully enter the Eurasian market.
