In recent years, baby wraps have become hot-selling items in cross-border markets due to their hands-free design and portability, perfectly meeting modern families’ core needs for convenience and closeness in childcare. The addition of smart features, such as ergonoMIC adjustments and breathable fabric monitoring, directly addresses parents’ concerns about easy childcare and ensuring the baby’s comfort and safety, becoming key factors that attract consumers.

 

However, entering the U.S. market requires mandatory CPC Certification. The U.S. Consumer Product Safety Commission (CPSC) explicitly states that baby carriers are classified as children’s products that must be certified. Products without certification face serious consequences, including removal from the market and fines.

Core CPC Certification Standards

To obtain CPC certification, baby wraps must undergo a series of rigorous tests, focusing on the following:

 

1. Physical Safety Testing:

 Based mainly on ASTM F2236(Baby Carrier Safety Standard) and 16 CFR Part 113(Baby Carrier Safety RegULations). These standards specify critical safety metrics, including structural strength, stability, restraint systems, fall risks, entrapment hazards, and labeling requirements. Depending on the product design (e.g., removable parts, specific posture support), additional requirements may apply.

 

2. Chemical Safety Testing:

 Must comply with the cpsia (Consumer Product Safety Improvement Act), strictly limiting harmful substances such as lead and phthalates.

 

3. General Toy Safety:

 If the baby wrap includes any components that could be consideRED toys (e.g., pacifiers, teethers, plush attachments), it must also meet ASTM F963 (Toy Safety Standard)requirements.

 

Key Certification Process

1. Identify Applicable Standards:

 Provide clear product images and manuals, and accurately confirm all relevant standards and regulatory requirements based on the design and functions of the baby wrap.

 

2. Select an Accredited Laboratory for Testing:

 Ensure the testing institution is CPSC-accredited. Submit test samples, including the product with all accessories, packaging, and samples with permanent tracking labels.

 

3. Obtain a Compliant CPC Certificate:

 The final certificate must include key information: product model, test date, laboratory accreditation proof, and a compliance statement signed by the responsible party.

 

Entering the EU Market

CE-EN13209-2is the mandatory safety standard in the EU for soft baby carriers, part of the “Child Use and Care Articles” regulatory framework. This standard ensures baby wraps meet safety requirements in design, materials, structure, and functionality, reducing the risk of accidents caused by product defects.

 

Applicability

① Product Type: Soft carriers without integrated support frames, backpack-like in appearance, suitable for infants weighing ≤15 kg.

② Exemptions: Baby carriers with frames must comply with EN13209-1, and permanently fixed devices are subject to other construction regulations.

 

Core Safety Requirements and Testing Items

Materials and Chemical Safety

① Non-toxic and harmless: All materials (fabric, padding, plastic accessories) must pass chemical testing, limiting heavy metals (e.g., lead, cadmium) and harmful substances (e.g., formaldehyde, phthalates).

② Flammability: Flame spread rate ≤ 50 mm/s to prevent rapid fire hazards.

 

Structural Safety

① Leg Openings: Must pass a test using a sphere (diameter 120 mm, weight 2.27 kg) to prevent accidental sliding out of the baby.

② Restraint System: Shoulder and waist straps must be ≥ 20 mm (infant straps) or ≥ 30 mm (adult waist straps) to ensure stable load-bearing.

③ Sharp Edges and Parts: No sharp edges or easily detachable small parts to prevent cuts or choking.

 

Mechanical Performance

① Load Capacity: Dynamic load tests simulate daily use to verify durability under repeated stress.

② Adjustment Devices: Buckles, clips, etc., must pass strength tests to ensure functionality during adjustments.

 

Certification Process and Timeline

Preparation

① Product design drawings, material list, and user manuals.

② Chemical test reports (e.g., REACH, RoHS) and any existing certifications (if available).

 

Testing and Evaluation

① Laboratory Testing: Conducted by ISO 17025-accreditedinstitutions, covering materials, structure, and flammability.

② On-Site Inspection: Some agencies may require verification of production processes and quality control systems.

 

Certificate Issuance

After passing tests, the certification body issues a ce certificate, allowing the CE mark to be applied for entry into the EU market.

 

Timeline: Typically 5–7 working days (excluding correction time).
