What is the SHEIN Platform's RSL (Restricted Substances List)?

The full name of RSL is the Restricted Substances List. The global RSL of the SHEIN platform is an internal chemical control standard formulated by combining multi-national regulations such as AFIRM industry standards, EU reach regulations, EU POPs regulations, and California Proposition 65 in the United States. It applies to consumer goods in categories such as apparel, footwear, bags, home textiles, and accessories. The global rsl testing report is a compliance certificate issued by an ISO/IEC 17025 accredited laboratory, used to verify that the chemical substances contained in the goods meet the regulatory requirements of the target market and the platform's limit requirements.


Which Products Trigger the Global RSL Chemical Testing Report Requirement?

  • Main Control Site: European Site

  • Controlled Categories: Adult apparel, children's clothing, footwear, backpacks, fabric accessories, leather products, hardware accessories, etc.

  • Controlled Targets: All parts of the finished product that may come into contact with human skin, including fabrics, linings, artificial leather, rubber, plastic accessories, inks and glues, metal hardware, and other materials.

Specific Category Breakdown:

  • Jewelry & Accessories: All women's and men's jewelry accessories and children's jewelry on sale.

  • Bags & Belts: (Controlled starting from March 31, 2026).

  • Apparel & Textiles: Both adult and children's apparel may trigger this requirement.

  • Footwear (Children's Shoes / Children's Accessories): All children's shoes (such as baby shoes, sneakers, sandals, etc.) and accessories sold on the SHEIN European site.


What Does the Global RSL Chemical Testing Report Test For?

SHEIN provides a complete list of test items. The test items are divided according to the material of the goods, and different materials correspond to different test items and limit requirements.


Important! Merchants must strictly follow the requirements of the global RSL table for testing. Missing or omitting tests may result in the report failing the review after being uploaded to the platform!

Notes:

  • Special Requirements: For Children's Hair Accessories / Children's Jewelry, the global RSL report only requires testing for Lead, Cadmium, Nickel Release, and Phthalates.

  • Note: The exemption requirements in the "Changes in Compliance Control Requirements for Infants and Children - 20240108" remain in effect.


Global RSL Testing Report Compliance Specifications

Laboratory Qualification Requirements

The report must be issued by a laboratory possessing ISO/IEC 17025 (CNAS) and CMA accreditation qualifications.

Report Content Requirements

  1. The uploaded file must be in PDF format.

  2. It must not contain watermarks or text such as "Draft", "草稿", or "Trial". Malpractices such as photo manipulation (photoshopping), content alteration, or falsification are strictly prohibited.

  3. It must be a complete English testing report, including the report cover page, detailed test data, and sample photos. Missing pages are not allowed.

  4. Must be within a 5-year validity period.

  5. The final conclusion of the report must be "Pass".

  6. The report must contain all necessary test items/test standards required for the product.

  7. The sample information in the report must perfectly match the product displayed in the backend system.


Testing Report Upload Guidelines

After the product has been sent for testing according to the requirements and completed, please log in to the [Merchant Backend] -> [Compliance Center] -> [Compliance/Act Information] -> Select the certificate type, enter the SKC name to locate the corresponding SKC, and click [Upload] to submit the product testing report.


Testing Tips

For situations with a large variety of product styles, if the materials/styles of the goods are identical, you can choose to test the same material together. For specific testing plans, it is recommended to consult with JJR Laboratory. By combining the product category, accessory composition, and sales regions, you can formulate an adaptable testing plan to optimize testing costs while ensuring valid compliance.
