Background

Lighters are products capable of producing a flame, commonly used by consumers to light cigarettes, cigars, pipes, and other similar items. However, if lighters are easily accessible to children and can be operated to ignite, they may cause fire accidents, resulting in severe injuries and fatalities.

 

Purpose

The 16 CFR Part 1210 standard is established to reduce injuries and deaths among children under the age of 5 caused by fires ignited while playing with lighters, and to ensure that the design and manufacture of lighters meet child safety protection requirements.

Key Requirements and Test Methods

Child Resistance Performance

Lighters must be designed with effective child-resistant mechanisms to prevent easy ignition by children under 5 years of age. This includes, but is not limited to, simulated child operation testing to determine whether the lighter can be easily grasped, operated, and ignited by children. The testing simulates children’s gripping and operating behaviors to ensure the lighter design effectively prevents easy ignition by children.

Automatic Reset Mechanism

The child-resistant mechanism of the lighter must automatically reset after each operation. This ensures that even if a child briefly ignites the lighter, it will automatically shut off within a short period, thereby reducing safety hazards.

Durability

The child-resistant mechanism of the lighter must function properly throughout its reasonably expected service life. This ensures that the safety mechanism remains effective even after prolonged use, providing continuous protection for children against injury.

Prevention of Alteration or Removal of Safety Mechanisms

The lighter must be designed so that users cannot easily alter or remove the child-resistant mechanism. This enhances lighter safety and prevents users from circumventing safety regulations by modifying or dismantling the safety mechanism.

Additionally, they must provide test reports issued by an ISO 17025-accredited laboratory to verify that products meet applicable regulatory requirements.
