All overseas sellerswho sell electrical appliances, power supplies, baby products, and other designated categoriesin Japan must appoint a legally authorized domestic Agentin Japan. Failure to comply will result in severe penalties.

A Japan Agentis the legally designated Agentof an overseas seller in Japan, serving as the sole official liaisonwith Japan’s Ministry of Economy, Trade and Industry (METI).
Their main responsibilities include:
- Storing and maintaining product compliance documentation;
- Assisting with investigations, reporting, and recalls in the event of product incidents;
- Cooperating with on-site inspections and regulatory supervision by Japanese authorities.
This legal amendment carries mandatory legal force—it is not merely a registration procedure. Violations will lead to serious consequences, including:
1. Hefty fines— up to tens of millions of yen;
2. Criminal liability— responsible corporate officers may face imprisonment;
3. Market prohibition— offending sellers or products may be permanently bannedfrom the Japanese market;
4. Immediate enforcement actions— products may be delisted, accounts frozen, and customs authorities may seize or destroy goods.
⚠️ Failure to appoint a legal Japan Agentnot only disrupts sales but may permanently bar you from entering the Japanese market.

2. Complete registrationby submitting a self-inspection report and, if necessary, a Declaration of Conformityand pse certification;
3. Proper labeling— ensure products bear compliant PSE/PSC marks;
4. Incident reporting— in the event of a major incident, report it to the Consumer Affairs Agency of Japanwithin 10 days, and conduct a recall if required.
