Amazon New RegULation for Children’s Toys Implementation  

As the 2025 Amazon Prime Fall Promotion approaches, the platform has intensified its compliance review measures. Recently, sellers in the North American region (United States and Canada) under the children’s toys category have received urgent notifications:  

All children’s toy products must complete complianCE certification through the “Direct Validation (DV)” process. Listings that fail to complete or pass validation by the deadline will be directly removed from the platform.

TIC Direct Validation Explained  

The Direct Validation (DV) mechanism aims to ensure children’s toy safety at the source and to enhance compliance management for toy sales on the platform. Unlike the traditional model where “sellers upload compliance reports themselves,” the new regulation clearly requires:  

①　• Submission Channel: Specified toy categories must undergo compliance testing and certification through an Amazon-recognized TIC (Testing, Inspection, and Certification) organization.  

②　• Report Verification: If the seller already holds a valid test report, it must be submitted to the TIC institution for secondary verification.  

③　• Data Synchronization: Test and verification results will be directly transmitted from the TIC institution to Amazon; sellers will no longer have the permission to upload compliance documents manually.  

Scope of the New Regulation  

①　• The new regulation covers a wide range of regions, including the United States, Canada, the United Kingdom, and eight EU countries (Germany, France, Italy, Spain, Sweden, Poland, the Netherlands, and Belgium).  

②　• All sellers offering children’s toys on Amazon platforms within the above regions must complete the compliance process through TIC Direct Validation.  

Common Questions About Reports  

Does one DV Report correspond to a single ASIN, or can it cover multiple ASINs?  

A1: Each DV Report corresponds to one unique ASIN and cannot be reused for other ASINs.  

Can one test report cover multiple ASINs?  

A2: Yes. A single test report can be used for multiple ASINs. When performing DV report certification, these ASINs may reference the same test report to complete validation.  

If the same product is listed in different stores, can the test report be shaRED?  

A3: The test report can be shared. However, note that each ASIN must still complete its own individual DV Report validation — cross-ASIN usage is not allowed.
