How to Obtain CCC Certification for Toys?

As living standards improve, toys have become an essential part of children’s growth. However, the wide variety and uneven quality of toys on the market make it difficULt for parents to choose safe and reliable products. To ensure the safety and quality of children's toys, China has implemented the CCC (china compulsory certification) system.

 

Certification Scope

The ccc certification applies to toys designed or intended for children under 14 years of age.

Toy Categories and Certification Standards

1. Electronic Toys

Applicable Standards: GB 6675.1, GB 6675.2, GB 6675.3, GB 6675.4, GB 19865

(Note: Chapter 20 on Radiation, Toxicity, and Similar Hazards is exempt from testing.)

 

2. Plastic Toys

Applicable Standards: GB 6675.1, GB 6675.2, GB 6675.3, GB 6675.4

 

3. Metal Toys

Applicable Standards: GB 6675.1, GB 6675.2, GB 6675.3, GB 6675.4

 

4. Ride-on Toys

Applicable Standards: GB 6675.1, GB 6675.2, GB 6675.3, GB 6675.4, GB 19865

(Note: Chapter 20 on Radiation, Toxicity, and Similar Hazards is exempt from testing.)

 

> If an electronic toy includes additional functions belonging to other CCC product categories, the corresponding standards must also be added for supplementary testing and factory inspection.

 

Main Tests Include:

- Mechanical and physical performance

- Flammability

- Migration of certain elements

- Toy labeling and usage instructions

 

Division of Certification Units

Certification units are generally divided based on differences in material, structure, function, intended play method, and applicable age group.

 

Electronic Toys

Toys that require electrical energy for at least one function, regardless of the materials used.

Examples: electric toys, video toys, sound-and-light toys, heat-generating toys, and experimental toys.

 

Plastic Toys

Non-electric toys whose main body or primary play component is made of plastic materials.

Examples: static plastic toys, mechanical plastic toys.

 

Metal Toys

Non-electric toys whose main body or primary play component is made of metal materials.

Examples: static metal toys, mechanical metal toys, and metal projectile toys.

 

Ride-on Toys

Toys designed or intended for children to ride and play.

Examples: toy bicycles, electric ride-on cars, and other vehicle toys (excluding scooters).

 

Certification Process

The CCC certification process includes the following steps:

 

1. Submit the certification application

2. Conduct type testing

3. Perform conformity evaluation

4. Issue the certificate

5. Carry out post-certification supervision

 

> Note:Post-certification supervision may include one or more of the following:

> - Follow-up inspection after certification

> - On-site sample testing during production

> - Market sampling and testing

 

RequiRED Documentation

To apply for CCC toy certification, the following documents are required:

 

1. Certification application form

2. Business license (applicant, manufacturer, and factory)

3. Processing cooperation agreement (for ABB/OEM/ODM models)

4. Product color photographs

5. Product description

6. Factory survey form (for new applications or factory address changes)

7. Other required documents as requested

 

Sample Submission and Certification Cycle

Sample Requirements:

Typically, 3–4 main models and one sample for each variant model.

 

Certification Cycle:

Approximately 4 weeks (varies depending on product type).

Additional Notes:

1. Products with multiple replaceable batteries must have battery compartments labeled with proportional battery shapes, nominal voltage, and polarity marks.

2. Products containing children’s cosmetics must be registered under the "Little Golden Shield" system.

3. Products containing transformers must be labeled with corresponding electrical parameters and transformer symbols.

4. Pay attention to sharp edges, protrusions, and other safety hazards.

Factory Inspection and Annual Supervision

For toy manufacturing enterprises:

 

- The initial factory inspectionis generally conducted within 3 months after certification.

- The CCC annual inspectionis carried out every 6 monthsthereafter.

 

During Factory Inspection, the Following Should Be Provided:

- Product testing reports, such as migration of elements report, plastic bag thickness report, etc.

 

Factory Should Be Equipped With:

- Torque meter

- Push-pull gauge

- Stopwatch

- Vernier caliper

- Other equipment as required by product type
