Amazon Toy Testing, Inspection and Certification

Recently, Amazon US and EU marketplaces have launched large-scale compliance review campaigns targeting children's toys. Numerous sellers have successively received platform notifications, clearly requiring all children's toy products under specific categories to complete the direct verification process through TIC (Testing, Inspection, and Certification) bodies officially recognized by Amazon. Products that fail to pass verification will face the risk of being removed from the shelves.

The traditional method of self-uploading compliance reports is no longer applicable, and sellers need to adjust their compliance processes as soon as possible.

TIC Verification Methods

First Verification Method:

① Products in designated categories must undergo testing or certification directly by TIC bodies recognized by Amazon.

② Submit existing test reports, compliance documents, and product samples for verification as required by the TIC body.

③ Test and verification results are submitted directly to Amazon by the TIC body.

④ Sellers cannot upload compliance documents independently.

Second Verification Method:

① Proactively contact laboratories with ISO 17025 or CPSC qualifications for full-item testing.

② Select the designated cooperative TIC review body on Amazon's submission page and provide the TRF number to the laboratory.

③ Sellers cannot upload compliance documents independently.

Which Sellers Are Affected by the Children's Toy TIC Review? What Are the Applicable Standards?

I. Scope of Affected Sellers

According to Amazon's latest policy, the following sellers must complete TIC (Testing, Inspection, and Certification) direct verification. The sales regions cover the following countries:

1. United States:

① Mechanical and Physical Properties: 16 CFR 1250/ASTM F963-23

② Chemical Safety: cpsia 101 (Lead Content), CPSIA 108 (Phthalates)

③ Flammability: 16 CFR 1500.44

④ Small Parts Requirements: 16 CFR 1501

2. Canada:

① Toy Regulations: sor/2011-17

② Phthalates: SOR/2016-188

③ Surface Coating Materials: SOR/2016-193

④ Lead Content in Consumer Products: SOR/2018-83

EU and UK:

① Mechanical and Physical Properties: EN BS 71-1:2014+A1:2018

② Flammability: EN BS 71-2:2020

③ Migration of Certain Elements: EN BS 71-3:2019+A2:2024

④ Oral Contact Toys for Children Under 36 Months: EN BS 71-12:2016 (Nitrosamines and Nitrosatable Substances)

⑤ Electric Toys: EN IEC 62115:2020+A11:2020

Which Products Require TIC Review?

① All toys intended for children aged 12 and under;

② Including but not limited to building blocks, dolls, electric toys, etc.;

③ Some stationery and clothing accessories with toy functions also require certification.
