Recently, Amazon released a new announcement titled "New Requirements for Consumer Products Containing Button or Coin Batteries," outlining the compliance requirements for products containing button batteries in the U.S., including the need for gcc certification.

 

The new regULations require all sellers of consumer products containing button or coin batteries to provide ul4200a certification and list a general compliance certificate in accordance with ul4200A. If the seller fails to provide valid compliance documentation, the respective products will be prohibited from being displayed.

 

Products CoveRED by UL4200A:

- Button or coin batteries typically with diameters ranging from 5 to 25 mm and heights between 1 and 6 mm;

- Consumer products containing button or coin batteries, including but not limited to: calculators, cameras, flameless candles, flashing clothing, shoes, holiday decorations, keychains, flashlights, musical greeting cards, remote controls, clocks, etc.

 

Documents Sellers Need to Prepare

If the product contains button batteries:

1. gcc certificate

   - This is a self-declaration by the seller, certifying that the product complies with applicable consumer product safety laws.

2. UL4200A Certificate

   - This refers to the test report meeting ul4200a standards, obtained from an ISO17025-certified laboratory.

3. Product Packaging Diagram

   - The product packaging must include the product model, part, or item number; the packaging and product itself must also feature warning labels.

 

If the product does not contain button batteries:

- Check the listing for sensitive words, then file an appeal stating the product’s purpose, materials, and that it is explicitly communicated to consumers that it does not contain button batteries, thus no additional documentation is required. Typically, this process works.

 

UL4200A Testing Requirements

Product Structure:

1. For end products with "user-replaceable or removable batteries," the structure must meet the following requirements:

   a. The IEC61032 probe no. 11 must not touch the battery. Enclosures that can be opened without tools or by hand using fewer than two distinct, continuous actions should be opened for evaluation during the inspection.

   b. The product must be designed to prevent children from removing the battery by:

      - Requiring tools (such as a screwdriver or coin) to open the battery compartment, needing a minimum rotation of 0.5Nm and 90 degrees, or screws that engage at least two full threads;

      - Alternatively, if opened by hand, at least two distinct and simultaneous actions are required to open the battery compartment cover or door.

   c. If the battery compartment cover or door is secured by screws or similar fasteners, the fastener must remain attached to the cover or door, such as with a captive screw.

  

2. For products with "non-removable or non-replaceable batteries by the user," the design must effectively prevent access by users or children, such as:

   a. The battery being inaccessible due to an enclosure or similar;

   b. Or by being fully secured through welding, riveting, or similar means.

 

Testing Requirements:

- Structural requirements;

- Preconditioning requirements;

- Abuse testing (drop test, impact test, compression test, torque test, tensile test, pressure test, compliance test);

- Safety testing;

- Product and packaging marking requirements;

- Instructions manual requirements.

 

Warning Labels:

The main display surface of the product packaging must include:
