The new CPSC eFiling regulations have changed the customs clearance method for consumer products exported to the United States. Before the goods arrive at the port, an electronic declaration must be made, and the certificate information must be submitted in advance through the ACE system. The goods can only be released after the system automatically verifies and approves the submission. If a valid certificate is missing, the goods will be directly blocked at the customs clearance stage and cannot proceed to the subsequent inspection or pick-up procedures.
GCC (General Certificate of Conformity) is a compliance proof required by the US CPSC for non-children's products. The gcc certificate is a self-declaration document of conformity that can be signed by the importer or manufacturer themselves. Adult accessories (jewelry) are usually classified as "general consumer products," and the standard compliance path is to obtain an astm f2999-19 test report.
If cross-border e-commerce platforms or freight forwarders require a gcc certificate, it can be issued based on the ASTM F2999-19 test report.
This includes accessories/jewelry intended for consumers aged 13 and above:
Necklaces, bracelets, earrings, rings, body piercing jewelry (ear studs, navel rings, nose rings, etc.), brooches, anklets, and other accessories.
Jewelry with specific functions: Jewelry containing magnets, and light-up jewelry containing button batteries.
ASTM F2999-19 (Adult Jewelry Safety Standard): Mainly tests for the release of elements such as lead, cadmium, and nickel in the jewelry, as well as mechanical and physical testing.
16 cfr 1303 (Lead in Paint): The lead content in the product's coating must not exceed the standard limit.
16 CFR Part 1500.87 (Total Lead): The total lead content limit for various parts of the product.
Note: If the jewelry contains magnets, it also needs to be tested for magnetic flux according to 16 CFR Part 1262.
Adult jewelry compliance requires passing standard tests such as ASTM F2999-19 and 16 CFR 1303, and then issuing a GCC certificate based on the test report. The certificate can be signed by the importer/manufacturer themselves. If they are unable to sign it, they can also entrust a laboratory to issue it.

Provide complete finished product samples to the laboratory.

Testing is completed; confirm that the information in the draft report is correct, and issue the final test report and GCC certificate.
If the product has many styles and colors, but the materials and styles are exactly the same and only the colors are different, you can choose to apply for a series, which is more cost-effective and efficient.
If you choose to submit each color separately for testing, the cost will be higher, but utilizing this method is more secure.
