Australian Toy Testing | AS/NZS ISO 8124 Certification Service

Views :
Update time : 2026-04-30

JJR LAB provides professional Australian toy testing services with CNAS and CMA qualifications. We conduct testing covering product design, raw materials, physical and mechanical properties, flammability, heavy metal migration and other indicators for toy products.

Toys refer to products designed or intended for children under 14 years of age to play and use.

By material: Plush toys, plastic toys, wooden toys, metal toys, etc.

By function: Electric toys, sound-producing toys, projectile toys, water toys, etc.

By purpose: Dress-up toys, educational toys, sports toys, science and education toys, etc.

Australian Toy Testing Standard (as/nzs iso 8124)

AS/NZS iso 8124-1: Physical and Mechanical Properties

This standard specifies mechanical and physical performance requirements, one of the core criteria for Australian toy testing.
Main test items:

Small parts test: Assess whether swallowable small parts are generated after normal use and reasonable abuse

Sharp edge / sharp point test: Check for sharp edges and points that may cut or stab children

Tension, torque and drop test: Simulate mechanical stress during children’s use

Battery compartment accessibility test: Prevent children from easily removing batteries

Cord and elastic cord test: Avoid strangulation and entanglement risks

Important Update: In September 2024, Australia’s ACCC officially adopted AS/NZS ISO 8124.1:2023, adding mandatory requirements for toys for children under 36 months, including stricter small part restrictions and abuse testing criteria.

AS/NZS ISO 8124-2: Flammability

Specifies flammability requirements for toy materials, mainly for:

Textile toys: Burning rate test for plush toys and dress-up costumes

Hair and plush materials: Evaluate flammability characteristics

Filling materials: Ensure fillers are not easily ignited or spread flame

Test requirement: The surface flame spread rate of materials shall not exceed 30mm/s.

AS/NZS ISO 8124-3: Migration of Certain Elements

Sets limit requirements for migratory heavy metal elements in toy materials, covering 8 major heavy metals:

Element

Limit Requirement (mg/kg)

Lead (Pb)

≤ 90

Cadmium (Cd)

≤ 75

Mercury (Hg)

≤ 60

Chromium (Cr)

≤ 60

Arsenic (As)

≤ 25

Selenium (Se)

≤ 500

Antimony (Sb)

≤ 60

Barium (Ba)

≤ 1000

AS/NZS 62115: Electric Toy Safety Standard

Electrical safety requirements for electric toys:

Battery safety and short-circuit prevention design

Electrical insulation and withstand voltage test

 Temperature rise limit test

Anti-opening design for battery compartments (including button battery toys)

Regulatory Requirements & Authorities for Toy Export to Australia

ACCC Regulatory Framework

The Australian Competition and Consumer Commission (ACCC) formulates and enforces mandatory safety standards for toys exported to Australia. All imported toys must comply with:

Australian Consumer Law: Products must be safe and defect-free

Mandatory Safety Standards: AS/NZS ISO 8124 series as core toy safety criteria

2020 Magnet Toy Safety Standard: Special requirements for magnet-containing toys

Severe Consequences of Non-Compliance

Maximum fine: Up to 11 million Australian dollars for corporate violations

Product recall: ACCC has the right to force recall of non-compliant toys

Customs detention: Goods without valid test reports may be detained by customs

Platform removal: Non-compliant listings will be removed from Amazon and other e-commerce platforms

Australian Toy Testing Process & Cycle

JJR LAB provides efficient and transparent Australian toy testing service process:

1. Consultation & Application: Contact JJR LAB customer service, provide product info (type, material, age group, function) and fill in the test application form.

2. Sample Preparation & Shipment: Prepare samples as required; 3-5 complete samples for regular testing, extra material samples for flammability test, full functional samples + manuals for electric toys.

3. Laboratory Testing: Comprehensive tests including physical mechanical, flammability and chemical analysis per AS/NZS ISO 8124 series.

4. Report Review & Issuance: Draft report for customer confirmation; official test report issued after confirmation.

Testing Cycle

 Standard test: 5-7 working days

Expedited service: 3-5 working days (extra fee required)

Complex projects: Determined by specific test items

Common Non-Compliance Reasons & Rectification Suggestions

Based on JJR LAB’s rich experience in Australian toy testing:

1. Small parts generated after abuse test (Most Common)
Problem: Swallowable small parts fall off after tension, torque or drop test for toys under 3 years old.
Solution: Optimize structural design, enhance connection strength and reinforce detachable parts.

2. Excessive heavy metal migration
Problem: Exceeded limit of lead, cadmium in coatings, plastic or metal components.
Solution: Replace raw material suppliers, adopt eco-friendly coatings and plastics; strengthen incoming inspection.

3. Sharp edges / points after mechanical stress
Problem: Sharp edges or points appear after abuse testing.
Solution: Optimize material selection, add edge chamfering and upgrade production process.

4. Unqualified flame retardant performance
Problem: Burning rate over 30mm/s for plush toys and dress-up costumes.
Solution: Adopt better flame-retardant fabrics and adjust material composition ratio.

5. Missing labels & warning statements
Problem: Lack of age marking, safety warnings or instructions.
Solution: Complete product labels per AS/NZS ISO 8124.1 with clear and readable warnings.

Amazon Australia Toy Compliance Requirements

FAQ

What is the difference between Australian toy testing and EU EN71?

A: They share similar test items (physical mechanical, flammability, heavy metal) but adopt different standard numbers and limit values. Australia follows AS/NZS ISO 8124 while the EU adopts EN71. Export to Australia requires testing per AS/NZS standards.

Can I export toys to Australia without AS/NZS ISO 8124 report?

A: No. Australia ACCC enforces mandatory safety standards for imported toys. Goods without valid test reports will face customs detention or mandatory recall.

What is the validity period of the test report?

A: Generally 1-2 years. Re-testing is required if product design, material or production process is modified.

Do wooden toys need additional quarantine for Australia export?

A: Yes. Besides AS/NZS ISO 8124 testing, wooden toys must meet Australian Biosecurity Authority quarantine requirements with proper wood treatment to prevent harmful organisms.

Are there extra toy requirements in different Australian states?

A: All states follow federal ACCC standards; some states may have additional labeling or registration rules. Confirm local state regulations before export.
