Overview of reach regulation

The REACH Regulation (EC) No 1907/2006 is the EU comprehensive regulation for the Registration, Evaluation, Authorization and Restriction of chemical substances. It officially entered into force on June 1, 2007, aiming to protect human health and environmental safety while facilitating the free circulation of goods within the EU single market.

Which Products Require reach testing?

REACH applies to all chemical substances and articles manufactured, imported or sold within the EU. The following product categories are exempted:

 Food and feed (regulated by (EC) No 178/2002)

 Pharmaceuticals and human/veterinary medical products

 Pesticides and biocidal products (regulated by BPR)

 Radioactive substances

 Substances in transit under customs supervision

Important Notice: Regardless of enterprise scale, if products contain SVHC substances exceeding 0.1% (w/w) with an annual import volume over 1 ton, notification obligation must be fulfilled.


Differences between SVHC and Annex XVII

These two concepts are most easily confused in reach compliance; clear distinction is the first step to compliance.

SVHC Substances of Very High Concern (Candidate List)

 Nature: Dynamically updated list containing over 240 substances (as of 2025)

 Threshold: SVHC content in articles ≥ 0.1% (w/w)

 Obligations:

 Transmit safe use information (SDS or safe use instructions) to downstream parties

 Complete SCIP database notification (mandatory since January 5, 2021)

 Submit SVHC notification to ECHA if annual import volume ≥ 1 ton

REACH Annex XVII Restricted Substances List

 Nature: Mandatory list for banned or restricted substances

 Requirements: Absolute ban or strict quantity limit, no threshold exemption

 Typical Restrictions: Limit of 7 phthalates in toys and children’s products, nickel release limit, PAHs limit in rubber/plastics, etc.

Is REACH testing mandatory?

Yes. REACH is a mandatory regulation for consumer goods exported to the EU. Though the regulation does not mandate formal "certification", products must fulfill SVHC notification obligations and Annex XVII restriction requirements. Testing is the core evidence to prove compliance.

 

What is the difference between reach certification and REACH testing?

There is no official "certification" concept under REACH. The so-called "REACH certification" in the market generally refers to the combination of REACH test report plus Declaration of Conformity. Enterprises should be alert to fake reach certificates; the core of compliance lies in the authenticity and completeness of test reports.

 

Can goods be exported to the EU without a REACH test report?

No. Products without compliance proof will face recall, destruction and fines once inspected by EU market regulatory authorities. E-commerce platforms such as Amazon and eBay also require sellers to provide REACH compliance documents.

 

How often is the SVHC list updated?

The SVHC candidate list is regularly updated by ECHA, normally twice a year (around June and December). Enterprises shall maintain continuous monitoring to ensure products always meet the latest list requirements.

 

Is REACH testing required for small-batch exports?

Yes. REACH has no import volume exemption threshold except for specific exempted cases. All products sold in the EU market must comply with REACH requirements regardless of order quantity.

 

What is the validity period of a REACH test report?

REACH test reports have no fixed expiry date. However, due to continuous SVHC list updates, enterprises are recommended to:

 Conduct annual SVHC update screening

 Retest upon product formula or supply chain changes

 Complete re-inspection when required by clients or platforms

 

How to choose a qualified REACH testing laboratory?
