16 CFR Part 1241 & ASTM F2933-21a

16 CFR Part 1241 is a safety standard for crib mattresses issued by the U.S. Consumer Product Safety Commission (CPSC). It was published in the Federal Register on February 15, 2022, and officially took effect on August 15, 2022.

It aims to address hazards such as suffocation, entrapment, and cuts associated with crib mattresses, protecting infants and young children from unreasonable risks of injury or death.

ASTM F2933-21a is a safety standard for crib mattresses developed by ASTM International (American Society for Testing and Materials).
It specifies detailed requirements for the design, test procedures, and labeling of crib mattresses to ensure product safety.

CPSC

CPSC is short for the U.S. Consumer Product Safety Commission, a federal regulatory agency responsible for ensuring consumer products sold in the U.S. (toys, apparel, furniture, electronics, etc.) comply with applicable standards.
It develops safety standards, regulates consumer products, and reduces injuries and deaths related to consumer goods while promoting product safety.

Children’s products sold on cross-border e-commerce platforms such as Amazon, Temu, and AliExpress must be tested by a CPSC-accepted laboratory. JJR provides such testing services.

Relationship Between 16 CFR Part 1241 & ASTM F2933-21a

1. 16 CFR Part 1241 incorporates ASTM F2933-21a by reference to address suffocation, entrapment, and cutting hazards.
Mattresses complying with 16 CFR Part 1241 must also meet ASTM F2933-21a.

2. ASTM F2933-21a details definitions, dimensions, firmness, spring/wire construction, labeling, etc.

3. 16 CFR Part 1241 includes consistent physical, labeling, and instructional requirements.

4. Both standards ensure crib mattress safety and reduce infant risks, standardizing production and sales.

Crib mattresses exported to the U.S. must comply with 16 CFR Part 1241 & ASTM F2933-21a, tested by a CPSC-accepted third-party laboratory. A passing test report is required, and the manufacturer/importer must issue a CPC (Children’s Product Certificate).

CPC Certification Process for Crib Mattresses

1. Submit Application Form: Provide product and testing details to the lab.

2. Send Samples: Submit crib mattress samples for testing.

3. Sign Contract: Confirm scope, fees, and turnaround time.

4. Perform Testing: Lab tests per 16 CFR Part 1241 & ASTM F2933-21a.

5. Issue Test Report: Detailed results and compliance statement.

6. Issue cpc certificate: Issued upon passing, assisted by the lab.

16 CFR Part 1241 & ASTM F2933-21a are mandatory U.S. safety standards for crib mattresses, establishing comprehensive requirements to ensure safety, compliance, and risk reduction. They provide clear guidelines for manufacturers and importers.
