16 CFR Part 1241 is a safety standard for crib mattresses issued by the U.S. Consumer Product Safety Commission (CPSC). It was published in the Federal Register on February 15, 2022, and officially took effect on August 15, 2022.
It aims to address hazards such as suffocation, entrapment, and cuts associated with crib mattresses, protecting infants and young children from unreasonable risks of injury or death.
ASTM F2933-21a is a safety standard for crib mattresses developed by ASTM International (American Society for Testing and Materials).
It specifies detailed requirements for the design, test procedures, and labeling of crib mattresses to ensure product safety.
CPSC is short for the U.S. Consumer Product Safety Commission, a federal regulatory agency responsible for ensuring consumer products sold in the U.S. (toys, apparel, furniture, electronics, etc.) comply with applicable standards.
It develops safety standards, regulates consumer products, and reduces injuries and deaths related to consumer goods while promoting product safety.
Children’s products sold on cross-border e-commerce platforms such as Amazon, Temu, and AliExpress must be tested by a CPSC-accepted laboratory. JJR provides such testing services.
• Crib: A bed intended to provide a sleeping space for infants, with internal dimensions defined as full-size or non-full-size.
• Full-Size Crib: A crib with internal dimensions of
52⅜ inches ± ⅝ inches (1330 mm ± 16 mm) × 28 inches ± ⅝ inches (711 mm ± 16 mm).
• Non-Full-Size Crib: A crib with internal length > 55 inches (1397 mm) or < 49¾ inches (1264 mm),
OR internal width > 30⅝ inches (778 mm) or < 25⅜ inches (645 mm), or both.
• Mattress: A resiliently filled mattress used alone or with other products intended or marketed for sleeping on.
Applies to full-size crib mattresses, non-full-size crib mattresses, and aftermarket mattresses for play yards and non-full-size cribs.
• Lead in paint and surface coatings ≤ 0.009% (90 ppm)
• Total lead in accessible components of children’s products ≤ 100 ppm (0.01%)
• Regulated phthalates in accessible components of child care articles ≤ 0.1% (1000 ppm)
• Gap between mattress and crib edges/corners ≤ 1.75 inches (44.5 mm)
• Non-full-size crib mattresses shall comply with “rigid-sided crib mattresses” in ASTM F406
• Mattress must meet firmness requirements; the test probe shall not contact the sleep surface
• No exposed springs or wires
• Comply with 16 CFR Part 1632 (Mattress and Mattress Pad Flammability)
• Comply with 16 CFR Part 1633 (Mattress Set Flammability – Open Flame)
• Mattress must be stable, free of sharp edges or protrusions
• Structure must be intact and withstand normal-use forces
• No exposed coils after 1000-cycle testing
• Firmness requirements and test methods reference AS/NZS 8811.1 (Australia/New Zealand)
• Non-original mattresses must not be smaller than original mattresses
• Matching structure or storage instructions must be provided if required for original mattresses
• Manufacturer, distributor, or seller name, business address, phone number
• Production date
• Required cautionary statements
• Aftermarket mattresses must additionally specify brand and model of intended use product
• Include assembly, maintenance, cleaning, and use instructions
• All warnings on the product must be repeated in the manual
• Compliance requirements for shipping cartons, etc.
