CPSC Phthalate Testing for Children's Products

As a common plasticizer, phthalates are strictly regulated globally, especially in the field of children's products, due to their potential health risks (such as endocrine system disruption). The U.S. Consumer Product Safety Commission (CPSC), in accordance with Section 108 of the Consumer Product Safety Improvement Act (cpsia), has issued a mandatory test method standard: CPSC-CH-C1001-09.3 "Standard Operating Procedure for Determination of Phthalates." This document is the gold standard for testing that any manufacturer of children's toys and child care articles wishing to enter the U.S. market must follow.


Scope of the Standard

This standard operating procedure details the laboratory methods for determining the phthalate content in the following products to enforce the requirements of CPSIA Section 108:

  • Children's Toys: Products primarily designed and intended for use by children 12 years of age or younger.

  • Child Care Articles: Products designed or intended for children 3 years of age or younger, used to facilitate sleep, feeding, sucking, or teething.

According to CPSIA regulations, the concentration of eight specific phthalates in the aforementioned products must not exceed 0.1% (1000 ppm), individually or in total.


The Eight Target Phthalates for Testing

The method standard explicitly tests for the following eight substances:

  • Diisobutyl phthalate (DIBP)

  • Dibutyl phthalate (DBP)

  • Benzyl butyl phthalate (BBP)

  • Di-(2-ethylhexyl) phthalate (DEHP)

  • Di-n-octyl phthalate (DNOP)

  • Diisononyl phthalate (DINP)

  • Diisodecyl phthalate (DIDP)

  • Di-n-pentyl phthalate (DPENP)*

*Note: According to subsequent CPSC rules, DPENP has also been added to the restricted list.


Standard Procedures

CPSC-CH-C1001-09.3 provides a complete and rigorous process from sample preparation to data reporting:

1. Sample Preparation and Pretreatment

This is the crucial first step to ensure testing accuracy. The standard requires that parts of the product that may contain phthalates (such as plastics and coatings) be crushed, cut, or ground into a homogeneous sample. Subsequently, a suitable organic solvent (such as tetrahydrofuran or dichloromethane) is used to extract the sample, separating the target substances from the matrix.

2. Instrumental Analysis and Quantitation

After the extract is purified and concentrated, high-precision analytical instruments are used for qualitative and quantitative detection:

  • Gas Chromatography-Mass Spectrometry (GC-MS): This is the primary analytical tool specified by the method. The GC separates the mixture, and the MS performs "fingerprint" identification and quantitation of the separated components, offering exceptionally high selectivity and sensitivity.

  • Confirmation and Calculation: Confirmation is achieved by comparing the retention times and mass spectra of the target compounds with reference standards. The content is then accurately calculated using the internal standard or external standard method.

3. Quality Control and Reporting

The standard mandates that laboratories must include quality control samples (such as blanks, spiked samples, and parallel/duplicate samples) during the testing process to ensure the entire analytical procedure is under control and the data is reliable. The final report must clearly list the specific content of each tested phthalate.

For enterprises, the compliance challenge lies not only in material control during the production process but also in obtaining a valid testing report recognized by the CPSC and the U.S. market. The qualifications of the testing institution, the mastery of the standard's details, and the precision of the analytical instruments and equipment are all of paramount importance.
