1. Physical and Mechanical Performance Requirements

  • Small Parts: Toys intended for children under 3 years of age must not contain parts that fit entirely into a small parts cylinder, preventing choking hazards from swallowing.

  • Sharp Edges and Points: Accessible edges of toys must not have hazardous sharp edges, and accessible points must not have hazardous sharp points.

  • Mechanical Hazards: Clearance requirements to prevent fingers, hair, or clothing from being pinched or entrapped; kinetic energy limits for projectile toys; stability requirements for ride-on toys, etc.

  • Acoustics (Sound): Clear limits on the sound pressure levels for close-to-the-ear toys, rattles, and squeeze toys to protect children's hearing.

2. Flammability Requirements

Limits the burn rate for specific categories of toys (such as stuffed plush toys, dress-up costumes, and headgear) to prevent rapid burning upon contact with a fire source.

3. Chemical Performance Requirements

  • Heavy Metal Migration: Strict limits on the soluble amounts of eight heavy metals (lead, cadmium, mercury, etc.) in accessible parts of toy materials.

  • Phthalates: Must comply with cpsia Section 108 requirements, meaning the content of eight specific phthalates must not exceed 0.1%.

  • Other Chemicals: Relevant regulations on lead content in surface coatings, nitrosamines in toys, etc.

Requires the provision of clear age-grading labels, safety warnings, and instructional literature to guide consumers in the correct and safe use of the toy.


Important Exclusions and Exempted Products

The standard explicitly outlines product categories that fall outside its scope, including but not limited to: bicycles, tricycles, non-powered scooters, sporting goods, musical instruments, model kits (where the finished product has no primary play value), stationery, etc. These products typically have their own dedicated safety standards.
