What is the EN 71 Standard?

EN 71 is a series of European standards (EN 71 series) for toy safety, covering physical and mechanical properties, flammability, cheMICal performance, and more.

It serves as the technical backbone of the EU Toy Safety Directive (2009/48/EC). All toy products entering the EU market must comply with EN 71 and pass the relevant testing.

Key Parts of EN 71

- EN 71-1: Physical & Mechanical Properties

Tests for small parts, sharp points, edges, folding mechanisms, projectile toys, etc.

- EN 71-2: Flammability

Measures burning speed when exposed to fire, REDucing fire hazards.

- en 71-3: Migration of Certain Elements

Tests heavy metal migration (lead, cadmium, arsenic, etc.) to prevent poisoning risks.

- EN 71-12: N-Nitrosamines & N-Nitrosatable Substances

Focuses on rubber/latex toys such as balloons to prevent harmful chemical release.

JJR Core Testing Items

In addition to mandatory EN 71 items, testing for high-risk substances listed in REACH Annex XVIIis also essential:

- Cadmium (Cd):

- Scope: toy coatings, plastics, synthetic fibers, metal parts

- Limit: ≤0.01% for coatings; ≤0.1% for zinc-containing coatings

- JJR Guard:Ensures compliance with EU restrictions, avoiding cadmium pollution.

- Lead (Pb):

- Scope: plastics, plush/infant toys, metal parts, art materials

- Limit: ≤0.05%

- JJR Guard:Strict control of lead content to protect children’s health.

- Scope: plastics, coatings, synthetic fibers in toys & childcare items

- Limit: ≤0.1% each

- JJR Guard:Comprehensive screening to comply with EU bans.

- Polycyclic Aromatic Hydrocarbons (PAHs, 8 items):

- Scope: plastics, rubber, coatings, synthetic fibers in toys & childcare products

- Limit: ≤0.5 mg/kg

- JJR Guard:Accurate testing to minimize carcinogenic risks.
