EU PPWR New Packaging Compliance

1. Full Name of Regulation

The EU Packaging and Packaging Waste Regulation (EU) 2025/40, abbreviated as PPWR.

2. Replacement of Old Regulations

It officially and completely replaces the decades-old Packaging Directive PPWD 94/62/EC. The old regulation has completely withdrawn from the EU market regulatory system.

3. Service Scope

• Packaging Types: Food contact packaging, industrial packaging, commercial packaging, e-commerce packaging, transport packaging, retail packaging, single-use packaging, reusable packaging, and all other packaging and packaging components placed on the EU market.

• Material Types: Plastic, paper, metal, glass, ceramic, composite materials (paper-plastic composites, aluminum foil composites, etc.), wood, textiles, and other various packaging materials.

• Effective only for the EU market; domestic sales in China and EU exports to China do not apply to this regulation.

4. US Packaging Act TPCH (CONEG) Additions

Newly added Phthalates and PFAS controls (February 16, 2021) / Already effective in 19 US states.

5. Official Implementation Time

• Published and Effective: February 11, 2025

• Fully Mandatory Enforcement: August 12, 2026

Testing Process

1. Determine product testing items;

2. Fill out the JJR LAB testing application form and confirm the testing standards;

3. Sample sending and receiving: The applicant arranges for sample delivery;

4. Product testing: 3-5 working days (expedited service available);

5. Test passed, issue the report.
