On June 19, 2020, the Thai Industrial Standards Institute (TISI) officially issued a notice adding power banks to the list of products requiring mandatory certification. The applicable standard is TIS 2879-2560, which took effect 150 days after the announcement and was officially enforced on November 16, 2020.
1. The KC 62133-2:2020 certification standard was officially released on JULy 21, 2020. This means that subsequent applications can accept the 2017 version of the 62133 cb certificate and test report for certificate conversion.
2. Both the new and old KC 62133 standards will coexist until December 31, 2020. This implies that the 2012 version of the 62133 CB certificate can still be used to apply for a kc certificate in the second half of this year. However, starting from 2021, the old KC 62133 standard will be invalidated, and only applications under KC 62133-2:2020 will be accepted.
3. Starting from November 15, 2020, KC will include primary cylindrical batteries and primary button batteries within its certification control scope; the specific standard is yet to be determined.
Samples must be submitted to a South Korean laboratory for testing. These products fall under the scope of safety confirmation and do not require factory audits.
4. Starting from January 1, 2021, rechargeable lithium-ion cells used in tablets, mobile phones, and laptops (with an energy density exceeding 700Wh/L and a charging voltage exceeding 4.4V) will also become subject to kc certification safety requirements, which will include mandatory KC factory audits.
The Bureau of Indian Standards (BIS) has extended the validity period of the standard IS 16046:2015 for rechargeable batteries with alkaline or non-acidic electrolytes to December 29, 2020. Lithium batteries shipped to India after this date must comply with the new standards IS 16046 (Part 1):2018 and IS 16046 (Part 2):2018. Cells and battery packs must apply for BIS CRS certification separately, and samples must be sent to local laboratories for testing. When applying for battery pack certification, it is necessary to first confirm that the cells have obtained CRS certification.
Rechargeable lithium batteries and power banks are eligible to apply for RCM registration, which is a voluntary certification and not mandatory.
5. Only rechargeable lithium batteries used in mobile phones require SIRC certification. Applications can be converted based on the iec 62133 CB certificate and test report, with no mandatory certification mark.
6. Power banks require SIRC certification. Applications can be converted based on the iec 60950-1 CB certificate and test report, with no mandatory certification mark. (Note: After completing the SIRC certification for lithium batteries or power banks, the importer must complete a self-declaration in the SABE system before export can proceed.)
