Guide to the US Children's Product CPC Certification Process

What is CPC Certification?

The Children's Product Certificate (CPC) is a mandatory certification for children's products intended for children aged 12 and under in the US market, regulated by the US Consumer Product Safety Commission (CPSC). This certificate proves that the product complies with strict safety standards, contains no hazardous substances, and meets US regulatory requirements.

Scope of CPC Certification

It targets products designed and used by children aged 12 and under. Common products include toys, stationery, furniture, and baby products (pacifier clips, pacifiers, changing tables, playpens, etc.).

Process of CPC Certification

  1. Prepare Materials: Provide product images and the application form.

  2. Laboratory Quotation: The laboratory issues a quote based on the provided information.

  3. Sign Agreement & Pay Fees: Confirm the quotation, sign the service agreement, and pay the fees.

  4. Mail Samples: Ship the product samples to the laboratory for testing.

  5. Issue Reports: Once testing is passed, the laboratory issues the test report and the CPC certificate.


Information Required in a CPC Certificate

  1. Product information (Name and description);

  2. All applicable regulations and rules the product must comply with;

  3. Importer or manufacturer (US-based) information: Including name, address, and phone number;

  4. Contact information for the individual maintaining records of test results supporting the certification: Name, address, email address, and phone number;

  5. Date and place of product manufacture: The manufacture date must include the year and month, and the address must specify the city;

  6. Date and place of testing, or the test report upon which the certificate is based;

  7. Third-party testing agency information (CPSC-accepted laboratory): Name, address, and contact phone number.


CPC Certification Label Compliance Requirements

Label Content

  • Basic Information: Indicate the manufacturer or distributor name, address, or trademark, ensuring it is clear and legible.

  • Safety Markings: Include warning symbols, signal words (such as "CAUTION" or "WARNING"), and hazard descriptions. The font size and placement must comply with regulations.

  • Specific Toy Requirements: For instance, aquatic toys must state "Not a lifesaving device, use only under adult supervision", etc.

Label Design & Display

  1. Clarity & Prominence: Safety markings must be clear, prominent, and contrast sharply with the background.

  2. Durability: Markings must remain legible after normal use, and adhesive labels must be firmly attached.

  3. Language Requirement: Must be in English at a minimum.

The CPC certification label is a critical safeguard for toy safety. It helps parents correctly select and use toys, reducing the risk of injury to children, while serving as a mandatory requirement for entering the US market.

CPC Pitfall Avoidance Guide

I. Selection of Reports

The CPC and its supporting test reports must be in English and cover the product identification information. Children's product certification must be based on the testing results from a third-party laboratory accepted by the US Consumer Product Safety Commission (CPSC).


II. Common Reasons for Certification Upload Failure & Rectification Plans

1. Discrepancy Between the Tested Sample and the Product Offered for Sale

  • Issue: The color, shape, or appearance of the product for sale cannot be matched to the tested sample. Even a discrepancy in color alone will result in rejection.

  • Recommendation: All variations of product categories currently for sale must be submitted for testing to guarantee that the appearance, shape, color, and design of the product sold match the tested sample exactly.

2. Discrepancy Between the Physical Model Number and the Qualification Document Model Number

  • Issue: The model number on the physical label differs from the model code in the report and certificate.

  • Recommendation: Choose one of the following rectifications:

  • a. Modify the product label model number to align with the certificate model number, then re-label the item and re-take the physical photos.

  • b. Contact the laboratory to modify the model number on the certificate to match the product label.

  • Note: If the tested sample is not the actual product on sale, the product currently for sale must be re-tested and re-certified.

3. Non-Compliant Signature/Stamp on the CPC Certificate

  • Issue: The certificate features a manufacturer signature column but lacks a signature/stamp, or the testing agency signed and stamped it on behalf of the manufacturer.

  • Recommendation: Choose one of the following rectifications:

  • a. Request the lab to re-issue the certificate and remove the manufacturer/importer signature section.

  • b. Retain the signature section and have it signed and stamped by the actual manufacturer/importer; the testing agency is not permitted to sign on their behalf.

4. Test Report Missing Tracking Labs Testing Items

  • Issue: The tracking labels test item is absent from the test project list.

  • Recommendation: Contact the laboratory to add this item or re-test. The report must contain the Tracking Labels test item.

5. CPC Certificate Missing Citation Rule Information

  • Issue: The certificate fails to clearly specify the compliant regulatory sections corresponding to the product.

  • Recommendation: Contact the laboratory to add the regulatory citation items and re-issue the certificate.

6. CPC Certificate Missing Manufacturer/Importer Information

  • Issue: The columns for the manufacturer or importer name, address, and phone number are left blank.

  • Recommendation: Fill in the complete name, detailed address, and contact phone number, then re-issue the certificate.

7. Discrepancy Between Physical Color/Pattern and the Registered SKU Image

  • Issue: Multi-color product variants are registered under the SKU, but the actual physical photo shows only a single color.

  • Recommendation: Take physical photos of all remaining color variants alongside their outer packaging one by one to complete the image requirements.

8. Physical Product Missing Age Labeling

  • Issue: The product lacks an age grading label, which conflicts with the age information stated in the certificate and product attributes.

  • Recommendation: Align the age information across all three places—the product attributes, the CPC certificate, and the product label. Print the missing age markings and re-label the product.

9. Discrepancy Between the Report Number Stated on the CPC Certificate and the Actual Test Report Number

  • Issue: The report number linked to the certificate does not match the uploaded test report number, showing no connection between the documents.

  • Recommendation: Replace and upload the original test report that matches the number stated on the certificate.

10. CPC Certificate Missing Qualification Document Holder/Maintainer Information

  • Issue: The certificate does not specify the party responsible for maintaining the test records.

  • Recommendation: Contact the laboratory to add the record holder's name, address, and contact information, then re-issue the certificate.

11. CPC Certificate Missing Sample Test Date and Location Information

  • Issue: The certificate lacks the specific testing date (year, month, day) and the laboratory address.

  • Recommendation: Supplement the test date and laboratory address info, then re-issue the CPC certificate.

12. Discrepancy Between Physical Manufacturer Info and the Qualification Document Manufacturer Info

  • Issue: The manufacturer name on the product label does not match the manufacturer name on the certificate.

  • Recommendation: Verify the actual manufacturing factory. Either modify the manufacturer name on the product label or update the factory information on the certificate to ensure consistency on both sides.

13. Test Report Missing Phthalate Testing

  • Issue: The phthalates testing item is missing from the test project list.

  • Recommendation: Contact the laboratory to add phthalate testing or perform a full re-test. The report must include phthalate testing data.
