What is CE certification?

CE stands for "Conformité Européenne," and its formal name is ce marking. A CE Marking certificate indicates that the product complies with EU laws, allowing it to circulate freely in the European market. Manufacturers declare that their products meet all legal requirements for obtaining the CE mark based on the CE logo on the product.

 

The ce mark certification is also known as a "commercial passport" for products entering the EU market. Currently, many manufacturers have had their products confiscated or returned by EU customs due to the absence of a CE mark.

Target Audience

The CE mark is mandatory for products in the following countries: the 28 EU member states, EFTA countries (Iceland, Norway, Liechtenstein, and Switzerland). Manufacturers and import/export companies of EEA products must also ensure that their products bear the CE mark.

 

The following products must have a CE mark when exported to European countries:

- Implantable medical devices

- Gas energy equipment

- Passenger cables

- Products related to energy ecological design

- Electromagnetic compatibility

- Protective equipment and systems used in potentially explosive environments

- Civil explosives

- Hot water boilers

- Refrigerators and household freezers

- Diagnostic medical devices

- Elevators

- Low voltage equipment

- Machinery

- Measuring tools

- Medical devices

- Noise-generating equipment

- Weighing tools

- Personal protective equipment

- Pressure equipment

- Fireworks

- Wired and wireless terminal devices

- Yachts

- Safety toys

- Single-pressure equipment

 

The following products do not require CE marking:

- Chemicals

- Textiles

- Food

Regulations for CE Marking on Products

The CE mark on products is strictly regulated by the EU. Labeling rules vary for different products. General regulations include:

- The size of the letters "CE" can be increased or decreased, but the proportions must remain fixed.

- The CE mark must be placed vertically, and the size cannot be less than 5mm.

- The CE mark cannot be covered by other logos.

 

A product bearing the CE mark means it meets European requirements and is recognized by most countries worldwide. Products need CE certification and are viewed as a commercial passport to the European market (as well as some other countries outside Europe, such as the USA, Malaysia, Australia, Iran, etc.). After the auditing organization reviews the product and confirms compliance with CE standards, they will issue a ce certificate to the manufacturer, allowing the manufacturer to affix the CE mark to their product.

 

Steps to Register for CE Certification

1. Preparation Before CE Audit:

Registration documents for product certification include:

- Application: CE application form

- Organizational structure of the enterprise

- Documents describing the technical characteristics of the product

- Production plans and quality control

- Measurement and testing equipment control plans

- Typical sample testing results from the laboratory (if available)

 

The auditing organization will guarantee absolute confidentiality of the above information.

 

2. CE Audit Process:

Once the certification organization and the enterprise agree on the audit and other related requirements, product certification will proceed. The certification process includes the following steps:

a. Review and determine the compliance and completeness of the enterprise's registration application;

b. Preliminary audit of the onsite conditions (if requested by the enterprise);

c. Formal audit, including:

- Reviewing the enterprise's production quality assurance conditions;

- Collecting samples and reviewing typical samples.

d. Audit report;

e. Issuing certification;

f. Post-certification monitoring (every 6 months).

 

The audit process is typically divided into two parts. After the first audit, the auditor will record non-compliance reports and send them to the audited party for remediation. Once the audited party resolves the non-compliance issues, a second audit will be conducted. If all corrective points are satisfactory and no new non-compliance issues arise, the auditing organization will issue the CE certificate.

According to China JJR Laboratory, the cost of CE certification is approximately between $900 and $1500.
