Australia and New Zealand are introducing the Regulatory Compliance mark (RCM) as a unified identifier for electrical products. Owned by the regulatory authorities of both countries, this mandatory mark signifies that a product complies with both safety and EMC (Electromagnetic Compatibility) requirements. After obtaining safety certification and EMC registration, the RCM Mark can be applied for through the regulatory body issuing the safety certification or an "RCM Registrar" (e.g., Standards Australia).

Core Certification Components
1. Safety Certification (commonly known as saa certification)
2. emc testing (previously referred to as C-tick Report; now unified under RCM)
RCM Certification can only be applied for by local Australian/New Zealand companies (acting as authorized agents). These companies must obtain an RCM number from the Australian government. Chinese manufacturers and exporters may apply for IEC or AS/NZS test reports in their own names, but these reports must be submitted to an Australian/New Zealand importer for RCM application.
1. JJR Laboratory confirms the applicable test standards based on the product specifications.
2. If non-conformities are identified during testing, the laboratory will require rectification to meet Australian standards.
3. Upon successful testing, test reports (covering safety, EMC, energy efficiency, communication, etc.) are issued.
4. Submit the test reports to the Australian certification body for document review.
5. After approval by the Australian authority, the safety certificate (RCM & saa certificate) is issued.
6. After obtaining the SAA Certificate and C-tick/emc report, an Australian/New Zealand entity holding a valid Australian Business Number (ABN) or New Zealand Inland Revenue Department Number (IRD) must complete registration on the relevant official website to finalize the Australian online registration.
1. After obtaining the SAA Certificate and C-tick/EMC Report, submit them together with valid local responsible party information. The registration process takes approximately 1–2 weeks to obtain a unique identification number starting with "N".
2. Subsequent uploading of each individual report takes around 7 working days.
