With the continuous development of China’s manufacturing industry, more and more electrical and electronic products are being exported overseas. However, due to differing market access regulations across countries, most electrical and electronic products must comply with various national requirements, making international certification a complex and often frustrating process. Fortunately, there is a “universal key” that helps eliminate trade barriers—IECEE cb certification. In this article, we introduce key knowledge about CB certification.
The IECEE CB Certificate is a certification issued under the CB Scheme—a multilateral agreement for the mutual recognition of test results for electrical products and components. It is granted by National Certification Bodies (NCBs) in member countries participating in the IECEE CB Scheme.
By adopting unified testing standards, NCBs in member countries minimize technical trade barriers caused by differences in national standards. This enables the concept of “One product, one test, multiple certifications,” reducing redundant testing costs and promoting international trade.
The IECEE CB Scheme includes member countries, participating organizations, and their respective NCBs, which have agreed to mutually recognize test results to obtain local certifications or approvals.
As of now, the CB Scheme includes 54 member countries, covering most major economies such as China, Australia, South Korea, Japan, Germany, France, the UK, the USA, Brazil, Mexico, the UAE, Saudi Arabia, and more. There are a total of 92 NCBs within the scheme.
The most widely used model in the CB Scheme is the Type Testing Model. Products are tested according to IEC international standards, along with additional testing for national differences required by the destination country (national differences refer to deviations between IEC standards and local standards).
Currently, the IECEE CB Scheme covers 22 categories of electrical equipment and components/testing categories, including requirements for safety, electromagnetic compatibility (EMC), and energy efficiency (E3).
1. Facilitates Conversion to Foreign Certification:
If you already have a cb test Certificate and cb test report, you can directly apply for other national certifications. The local certification body will review the CB certificate and test report (including reports on national differences). If the review is satisfactory, local certification can be granted without additional testing per the destination country’s rules.
Certification applications based on CB Test Certificates are prioritized over other types, resulting in shorter processing times and lower costs.
2. Facilitates Conversion to Chinese National Certification:
Based on the CB Test Report and national differences testing, Chinese national product certification reports can be issued to obtain China’s compulsory or voluntary electrical product certifications.
3. Direct Recognition or Approval by Other Countries:
With a CB Test Certificate and Report, products can be directly exported to some countries without further testing.
4. Saves Costs and Time:
By applying for a CB Test Certificate in China before seeking foreign certification, domestic companies can significantly reduce testing and shipping costs, since tests are conducted in local CB testing labs. This also speeds up certification timelines.
5. Improves the Likelihood of Passing Product Tests:
Having a CB Test Certificate increases the chances of successful foreign certification. Most CB test results are accepted by other countries, potentially waiving or reducing further testing and sample submission. More importantly, testing conducted domestically helps improve confidence in passing national difference tests.
In principle, any certification implemented by member countries and NCBs participating in the IECEE CB Scheme can be applied for based on the CB Certificate and Report, with only the national differences to be supplemented. Examples include:
