• Evaluating the ability of packaging and products to withstand transportation hazards;
• Reproducing transportation hazards through a comprehensive simULation testing method;
• Permitting testing without adhering to the packaging rules of specific carriers;
Applicable to packages transported as individual parcels with a weight not exceeding 70 kg (150 lb).
Packaging types under ISTA 3A are classified into four categories: Standard Packages, Small Packages, Flat Packages, and Elongated Packages.
1. Standard Packages:
All packages that do not fall under the following three categories are classified as Standard Packages.
Examples include: corrugated boxes, plastic containers, wooden packaging, or cylindrical containers.
2. Small Packages:
Must meet all three of the following conditions:
• Volume less than 13,000 cm³ (800 in³);
• Longest edge not greater than 350 mm (14 in);
• Weight not exceeding 4.5 kg (10 lb).
3. Flat Packages:
Must meet all three of the following conditions:
• Shortest edge not greater than 200 mm (8 in);
• Second shortest edge at least 4 times the shortest edge;
• Volume not less than 13,000 cm³ (800 in³).
4. Elongated Packages:
Must meet both of the following conditions:
• Longest edge not less than 900 mm (36 in);
• The lengths of the other two axes do not exceed 20% of the longest edge.
Note: If a package qualifies as both Flat and Elongated, it should be tested as an Elongated Package.
Additional notes:
• This procedure evaluates a package’s ability to withstand vibration, shock, and other hazards during parcel transport and handling;
• Test intensity is determined based on typical distribution environments and does not represent specific transportation conditions;
• The packaging and product are consideRED as a single integrated system;
• Certain transportation conditions such as humidity, atmospheric pressure, or abnormal handling may not be included;
• Other ISTA procedures may be used based on the distribution environment or testing objectives.

Packages for hazardous goods that pass this test procedure do **not necessarily comply** with international, national, or other regulations for the transport of hazardous materials.
This test procedure **does not replace** UN or other relevant standards for hazardous materials transport, but it may be used as a supplementary test.
