Attention balloon sellers! In the European Union, balloons are explicitly classified as toys and must bear the ce mark. As toy products, they must undergo four tests: EN71-1, EN71-2, EN71-3, and the balloon-specific requirement EN71-12, in order to obtain CE certification for compliant sales. Products without certification may face customs seizures, platform delistings, or even store suspensions. The relevant regulations and requirements are summarized below, and sellers are highly advised to save this for reference.
EN71-1:2014+A1:2018 (The 2026 new version has been released).
EN71-2:2020.
EN71-3:2019+A2:2024.
EN71-12:2016.
The purpose of EN71-1 is to prevent physical injuries such as choking, cuts, and falls.
Testing Requirements:
Small Parts Test: Components ≤ 4.45 cm to prevent ingestion; extremely strict for children under 3 years old.
Sharp Edges / Sharp Points: No dangerous sharp edges or sharp corners.
Tension / Compression: Must not burst when pulled after inflation; accessories must not detach.
Drop / Impact: Dropping must not produce dangerous fragments.
Cord Length: Prevents neck entanglement.
The purpose of EN71-2 is to prevent rapid burning upon contact with fire, reducing the risk of fires/burns.
Testing Requirements:
Burning speed: ≤ 2 s/cm.
Note: Latex / foil balloon materials must be flame-retardant; highly flammable films must not be used.
The purpose of EN71-3 is to control heavy metals in pigments/inks and prevent ingestion through children chewing or biting the product.
Testing Requirements:
Tested Elements: 19 elements including lead, cadmium, mercury, chromium, arsenic, selenium, barium, and antimony.
Limits (Examples):
Lead: ≤ 0.05 mg/kg (Coatings).
Cadmium: ≤ 0.01 mg/kg.
EN71-12 testing is mainly applicable to all latex balloons because the vulcanization process of latex easily leaves nitrosamine residues (strong carcinogens).
EN71-12 Testing Requirements:
Limit: ≤ 0.01 mg/kg (Extremely strict).
Foil Balloons: Generally not tested for this, but the printing ink must pass EN71-3.
Fill out the application form.
Send samples.
Sample testing.
Test passed: Issue a draft report and confirm the information is correct.
Issue the official report/certificate.
EN71-1: Breaking into small pieces after inflation, easily detachable knots, and rough edges/burrs.
EN71-2: Burning too fast; highly flammable materials.
EN71-3: Lead / Cadmium exceeding standards in printing ink.
EN71-12: Nitrosamines exceeding standards in latex (Most common).
Prioritize low-nitrosamine latex raw materials to control quality from the source.
Printing inks must comply with EN71-3, and ink test reports must be provided.
Finished product spot checks: Conduct EN71-1/2/3/12 testing for each batch to avoid the entire batch failing.
